Mayor Larson opened the hearing. Publication of notice
displayed, having been advertised on August 10 and Augu~
tonka Pilot. Ail owners of record had been mailed a no~

sewer and explained that a swale was a grassy depressio~
along the new highways, and that it in no way is a deep
