That Mound Code of Ordinances, Chapter 26, Part A, "Regulation.
;ion, Construction, Enlargement, Alteration, P~pair, Moving, Re
~molition, Conversion, Occupancy, Equipment, Use, Height, Area
Itenance of All Buildings and Structures" be amendedas follows,
a. Amending Section 26oO1 thereof to read as follows, to-wit:
"26.O1. Adoption of Uniform Buildin$ Code. That certain d~cm-
merit, thr~e cOPies of' which are on file in the ~iilage office
of Mound, entitled Uniform Building Code, 1961 Edition, published
by ~he International Conference of Building Officials ~xcept
Section 204, 302 (d), 303 (a), Table Number 3-A, Section 305 (b),
the second paragraph of Section 205, and the exception provided
in Section 305 (a), is hereby adopted and made a pa~t hereof as
if fully set forth in this ordinance. Wherever ~he word "city"
appears in said code, the same shall mean "Village of Mound"°
b. By adding thereto the provision of Section 26°02, aS follows,

CFAPTER 46, MOUMD CODE OF ORIKNANCE~
The Village council of Mound, Minnesota ordains~ /
1. That Chapter 46 of the Mound Code of Ordinances be amended by adding to
the previsiems thereto Section 46oOll to-wit~
"46.Oll. Urivin~ after caneellation} suspension} or revocation of license.
Any person whose driver's license or driving pri~iiege has been cancelle~,
suspended, or revoked by th~ issuing authority, which person operates a~y
motor vehiele~ the operation of which requires a driver's lieense~ up~m
the streets, highways, or public lots in the village while such license
or privilege is cancelled, suspended, or revoked, is guilty of a mis-
4emeancr} and, upon conviction, for a first offense shall be punished
by a fine of not less than $10.OO or by imprisonment for not less than
10 da~s, amd for a second and each subsequent offense shall be punishe~
by a fine of not les~ than $50.00 or by imprisonment for not less than
30 days."
2. This e~dinance shall be effective fr~m and afSer its adoption and
publication according to law.

EXTRACT OF MINUTES OF MEETING OF THE
VILLAGE COUNCIL OF THE VILLAGE OF MOUND
HENNEPIN COUNTY, MINNESOTA
Pursuant to due call and notice thereof, a special
meeting of the Village Council of the Village of Mound, Minne-
sota, was duly held at the Fire Hall in said village on Tues-
day, the 18ih day of December, 1962, at 8:00 o'clock P. M.,
Central Standard Time.
The following members were present:
Mayor H. Bo R. Larson
Trustee Gordon Batdorf
Trustee Delmer Pfeifer
Trustee Howard Orn
Trustee Raymond Koehn
and none were absento
The Mayor announced that the meeting was convened
for the consideration of bids for the purchase of $1,815,000
Temporary Improvement Bonds of 1963 as advertised for sale.
The Clerk presented affidavits showing publication of notice
of sale more than ten days in advance of sale in the official
newspaper and in Commercial West, a financial paper published
in Minneapolis, Minnesota, which affidavits were examined and
found satisfactory and ordered placed on file.
The Clerk presented the sealed bids which had been
delivered to him prior to the time specified in the notice of
sale and said bids were opened, examined and found to be as
follows:
After due consideration of said bids,

TEMPORARY IMPROVEMENT BONDS
MO BE IT RESOLVED By the Village Council .f the Village
of und, Minnesota, as follows:
i 1. The bid of John Nuveen & Company of Ch cage, Illinois,
to purchase $1,815,000 Temporary Improvement Bonds of
1963[of the village described in the notice of sale thereof is
hereby found and determined to be the highest an¢ best bid re-
ceived pursuant to duly advertised notice of sal~ and shall be
and ~s hereby accepted, said bid being to purchase bonds bearing
interest at the rate of two and fifty hundredths[percent (2.50%)
per ~nnum at a price of $1,816,525. The Village[Treasurer is
dire:ted to retain the good faith check of the s~ccessful bidder
pending completion of the sale and delivery of the bonds, and
the Village Clerk is directed to return the checks of the un-
successful bidders forthwith.

BE IT RESOLVED By the village Council ti the Village

1. The total estimated cost of a Sewer ImProvement con-
sisting of trunk sewers, force mains,~ +irt stations,
s, service connections and other appurtenances of a sewer
~m has been estimated at $3,700,000. It is ~ow estimated
the sum of $1,815,000 is currently necessar i to provide

nection with contracts heretofore entered into for the construc-
tion of said project. The Council has created a Sewer Project
Construction Fund into which shall be paid all proceeds of
temporary bonds heretofore issued or issued pursuant to this
resolution and out of which shall be paid all amounts due and
payable as costs or expenses incident to or incurred in con-
nection with making said improvement. There has been created
a Sewer Improvement Sinking Fund Account into which account
shall be paid the proceeds of all special assessments levied
against benefited property by reason of the making of said
improvement and out of which shall be paid principal and in-
terest on all temporary improvement bonds issued to finance
said project.
2. The Council has heretofore detsrmined that the sum of
$1,815,000 shall be borrowed to finance said Sewer
Project by the issuance of temporary improvement bonds of the
village as authorized in Minnesota Statutes, Section 429.091,
Subdivision 3, said bonds to be payable from the Sewer Improve-
ment Sinking Fund Account, but the village further recognizes
its statutory duty, as provided by Section 429.091, and cove-
namts and agrees with the purchaser and all holders from time
to time of said temporary improvement bonds at or prior to
the maturity thereof, it will pay and retire such bonds and
the interest thereon out of the proceeds of definitive improve-
ment bonds which the Council shall issue and sell at or prior
to the maturity of the Temporary Improvement Bonds, to the ex-
tent that the same cannot be paid out of funds available in
the Sinking Fund Account or out of other municipal funds which
are properly available and are appropriated by the Council for
such purpose.
3. The Council has determined to levy special assess-
ments against property benefited by reason of the
makiflg of the Sewer Improvement in an amount not less than
20% of the cost, and ad valorem taxes, if necessary, to pro-
duce sums at least 5% in excess of the amounts sufficient to
pay principal and interest when due on said temporary improve-
ment bonds and on any definitive bonds to be issued as herein
provided, such special assessments to be placed on the tax
rolls subsequent to the time when said project has been com-
pleted and the total cost thereof has been determined.
4. The $1,815,000 Temporary Improvement Bonds of 1963
shall be 363 in number and numbered I to 363, both
inclusive, in the denomination of $5,000 each.
5. Interest on all bonds issued hereunder shall be pay-
able semiannually on January 1 and July 1 of each
year and all bonds shall mature on January 1, 1965. The prin-
cipal of and interest on said bonds shall be payable at The
First National Bank of Saint Paul in the CS. ty of Saint Paul,
Minnesota.

and force mains, and other appurtenances of a sewer system, bids were
received, opened and tabulated according to law, and bids were re-

Swanson Excavating Company of Hopkins, as a joint v.~nture, is the

1. The Mayor and the Manager are hereby authorized and directed
to enter into contract (1) directing pipe per base bid except
directing use of reinforced concrete pipe for all 15" and
diameter sewer with exception of 15" sewer on Lynwood Boule-
vard between Commerce and Belmont and (2) upon alternate #1,
with Northern Contracting Co. of Hopkins and their joint
venturer, Swanson Excavating Co. of Hopkins, in the name of
the Village of Mound for the improvement of all tracts, parcels
and pieces of property within the Village of Mound by the
construction of sanitary sewer and system including treatment
plant~ pumps, lift stations, service connections, trunk sewers

WICK PP~OPERTY LEVELING
Daryl Cox and L. C. Nygaard appeared before the council. Mr. Nygaard told the
council he did not feel that Cox working on Wick's property would be of any great
harm to his property.
Batdorf moved and Koehn seconded a motion.
BE IT MOVED, that Cox Bros. be atlowed to take sand fill out of Wick's property
under the supervision of the Village Engineer.

PLANNING COMMISSION APPOINTMENTS
The matter of appointments to the Planning Commission was discussed. Councilmen
and the Mayor agreed to contact proposed appointees and report back at the January
me eting.

VILLAGE ASSESSOR - Helen Newell
The matter of hiring I-llen Newell as Village assessor was approved by the Council at
a salary of Sz, 400.00 per year with mileage of 7 1/2 ~ a mile.
