AN oRDInANCE AMENIKNG THE MOl-MD TRAFFIC REGULATION ORDINANCE, CFAPTER 46, MOUMD CODE OF ORIKNANCE~ The Village council of Mound, Minnesota ordains~ / 1. That Chapter 46 of the Mound Code of Ordinances be amended by adding to the previsiems thereto Section 46oOll to-wit~ "46.Oll. Urivin~ after caneellation} suspension} or revocation of license. Any person whose driver's license or driving pri~iiege has been cancelle~, suspended, or revoked by th~ issuing authority, which person operates a~y motor vehiele~ the operation of which requires a driver's lieense~ up~m the streets, highways, or public lots in the village while such license or privilege is cancelled, suspended, or revoked, is guilty of a mis- 4emeancr} and, upon conviction, for a first offense shall be punished by a fine of not less than $10.OO or by imprisonment for not less than 10 da~s, amd for a second and each subsequent offense shall be punishe~ by a fine of not les~ than $50.00 or by imprisonment for not less than 30 days." 2. O0 2 EXTRACT OF MINUTES OF MEETING OF THE VILLAGE COUNCIL OF THE VILLAGE OF MOUND HENNEPIN COUNTY, MINNESOTA Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Mound, Minne- sota, was duly held at the Fire Hall in said village on Tues- day, the 18ih day of December, 1962, at 8:00 o'clock P. M., Central Standard Time. The following members were present: Mayor H. Bo R. Larson Trustee Gordon Batdorf Trustee Delmer Pfeifer Trustee Howard Orn Trustee Raymond Koehn and none were absento The Mayor announced that the meeting was convened for the consideration of bids for the purchase of $1,815,000 Temporary Improvement Bonds of 1963 as advertised for sale. The Clerk presented affidavits showing publication of notice of sale more than ten days in advance of sale in the official newspaper and in Commercial West, a financial paper published in Minneapolis, Minnesota, which affidavits were examined and found satisfactory and ordered placed on file. The Clerk presented the sealed bids which had been delivered to him prior to the time specified in the notice of sale and said bids were opened, examined and found to be as follows:  After due consideration of said bids, intr duced the following resolution and moved it adoption: RESOLUTION AWARDING THE SALE OF $1, .15,000 TEMPORARY IMPROVEMENT BONDS MO BE IT RESOLVED By the Village Council .f the Village of und, Minnesota, as follows: i 1. The total estimated cost of a Sewer ImProvement con- sisting of trunk sewers, force mains,~ +irt stations, s, service connections and other appurtenances of a sewer ~m has been estimated at $3,700,000. It is ~ow estimated the sum of $1,815,000 is currently necessar i to provide mcing, and it is hereby determined to be nec .ssary .to bor- ~eretofore 'red in con- nection with contracts heretofore entered into for the construc- tion of said project. The Council has created a Sewer Project Construction Fund into which shall be paid all proceeds of temporary bonds heretofore issued or issued pursuant to this resolution and out of which shall be paid all amounts due and payable as costs or expenses incident to or incurred in con- nection with making said improvement. There has been created a Sewer Improvement Sinking Fund Account into which account shall be paid the proceeds of all special assessments levied against benefited property by reason of the making of said improvement and out of which shall be paid principal and in- terest on all temporary improvement bonds issued to finance said project. 2. The Council has heretofore detsrmined that the sum of $1,815,000 shall be borrowed to finance said Sewer Project by the issuance of temporary improvement bonds of the village as authorized in Minnesota Statutes, Section 429.091, Subdivision 3, said bonds to be payable from the Sewer Improve- ment Sinking Fund Account, but the village further recognizes its statutory duty, as provided by Section 429.091, and cove- namts and agrees with the purchaser and all holders from time to time of said temporary improvement bonds at or prior to the maturity thereof, it will pay and retire such bonds and the interest thereon out of the proceeds of definitive improve- ment bonds which the Council shall issue and sell at or prior to the maturity of the Temporary Improvement Bonds, to the ex- tent that the same cannot be paid out of funds available in the Sinking Fund Account or out of other municipal funds which are properly available and are appropriated by the Council for such purpose. 3. The Council has determined to levy special assess- ments against property benefited by reason of the makiflg of the Sewer Improvement in an amount not less than 20% of the cost, and ad valorem taxes, if necessary, to pro- duce sums at least 5% in excess of the amounts sufficient to pay principal and interest when due on said temporary improve- ment bonds and on any definitive bonds to be issued as herein provided, such special assessments to be placed on the tax rolls subsequent to the time when said project has been com- pleted and the total cost thereof has been determined. 4. The $1,815,000 Temporary Improvement Bonds of 1963 shall be 363 in number and numbered I to 363, both inclusive, in the denomination of $5,000 each. 5. Interest on all bonds issued hereunder shall be pay- able semiannually on January 1 and July 1 of each year and all bonds shall mature on January 1, 1965. The prin- cipal of and interest on said bonds shall be payable at The First National Bank of Saint Paul in the CS. ty of Saint Paul, Minnesota.
