1963-02-1921. MINUTES OF REGULAR MEETING OF FEBRUARY 19, 1965 at 8:00 P.M. MOUND FIRE STATION Present were: Mayor H.B.R. Larson, Trustees Heikkila, Pfeifer and Koehn; Village Manager Leonard L. Kopp, Attorney Ploetz; Mr. Law of Mason, L~w Wehrman & Knight, and Mr. Schoell and Mr. McOomb of Schoell &Nadson. Trustee Batdorf out of town. The hearing for rezoning of Lots 1, 2 & 5 Sylvan Heights and Lots 10-15 of Crevier's Subdivision of Part of Lot 56 Lafayette Park from Residential "B" Use District to Industrial Use District was called to order and re- cessed until after the reading of the minutes. The minutes~of January 8, 1965 meeting were read. Pfeifer moved and Koehn seconded a motion to accept the minutes as read. The minutes of January 22, 1965 meeting were read. Heikkila moved and Koehn seconded a motion to accept the minutes as corrected. The minutes of February 5, 1965 meeting were read. Koehn moved and Heikkila seconded a motion to accept the minutes as corrected. HEARING ON AMENDMENT OF CHAPTER 25, ZONING -- Tonka Toys THe hearing on rezoning was resumed. The attorney stated the advertisement of notice was sufficient. Stanley Beckstrom and Roger Reed, representing Tonka Toys, appeared for rezoning; no one appeared against it. Mr. Law of Mason, Law, Wehrman & Knight, Planning Consultants, was present and favored the rezoning but said there should be trees planted to screen the plant and thereby protect nearby property owners. Tonka Toys representatives assured him this is included in the landscaping plans. ORDINANCE NO. 152 Koehn offered the following ordinance and moved its adoption. seconded the motion. Pfeifer ORDINANCE NO. 152 AN ORDINANCE AMENDING 0HAPTER 25, "ZONING" OF THE MOUND CODE OF ORDINANCES BE IT ORDAINED BY THE VILLAGE COUNCIL OF MOUND, MINNESOTA: 1. That Chapter 23 of the Mound Code of Ordinances, entitled "Zoning", be, and hereby is, amended by reducing the Residential "B" Use District, as established by Section 25.O1 and 25.05, by removing therefrom the following described tract: Lots 1-5, inclusive, Block 5, Sylvan Heights Addition to Mound, and Lots 10-15, inclusive, Block 2, L.P. Crevier's Subdivision of Part of Lot 56, Lafayette Park 2. That Chapter 25, of the Mound Code of Ordinances entitled "Zoning", be, and hereby ia, amended by adding to the provisions of Section 25.08, Industrial Use District, the following, to-wit: "c. Lots 1-5, inclusive, Block 5, Sylvan Heights Addition to Mound, and Lots 10-15, inclusive, Block 2, h. P. Crevier's Subdivision of Par~ of Lot 56, Lafayette Park." WATER ANALYSIS REPORT The Council had been copies of the Minnesota Health Department Water Analysis Report. No discussion. To be brought to attention of Council at a later date. RESOLUTI~N 6~-56 Acknowledging and Accepting Assignment of Securities By First National Bank of Minneapolis As Collateral For Depository Koehn moved and Pfeifer seconded the motion. FIRE CONTRACTS In answer to letter received by the Village Manager, the Council instructed the Village Manager to notify Mr. Boll, Clerk of Village of Minnetrista that our Council could meet with their Council on March 5th. RESOLUTION 6~-~7 Authorizing and Directing Execution of Bargaining Con- tract - Bartenders Pfeifer moved ~nd Koehn seconded the motion. BICYCLE ORDINANCE Pfeifer offered the following ordinance and moved its adoption and that it be published on April 4, 1965. Heikkila seconded the motion. ORDINANCE NO. 154 AN ORDINANCE AMENDING CHAPTER 40, "LICENSI~ A~~'~' ' REGULATION OF BICYCLe", ~DUND CODE OF ORIENANCES The Village Council of Mound, Minnesota ordains: 1. That Chapter 40, "Licensing and Regulation of Bicycles", be amended by amending the provision of Section 40.02 thereof to read as follows, to-wit: "SECTION 40.02. BICYCLE LICENSE Application for license to own and operate a bicycle shall be made to the police department upon a form as provided in Section 40.03. The application for a license, or a duplicate thereof in case of loss of the original tag, shall he accompanied bye fee of seventy-five (755) cents, to be paid into the village treasury upon the granting of said license. Upon receipt cf such application, the police department shall provide, at the exepnse of the village a proper tag which shall be attached to the frame of the bicycle in a substantial manner. The unauthor- iaed removal cf any such tag shall be a violation of this ordinance. However, no application shall be accepted for any bicycle for which a license exists and is currently under suspension as provided in Section46.05hereof. A. Such license shall be valid from the date of issuance for the term of the life of the licensed bicycle unless earlier re- voked or suspended. B. Within thirty (30) days of the purchase of a bicycle license hereunder, the buyer of such bicycle shall register the trans- fer of title thereto by f~rniahing to the police department such information as the police department ahall require and by l~ayment of a registration of transfer fee in the amount of twenty-five (255) cents. Failure to ac register transfer of a licensed bicycle shall be a violation of this ordinance.. 2. This ordinance shall be effective from and after its adopt~'n and publication according to law. 23. ORDINANCE NO. 15) ORDINANCE AMENDING CHAPTER 26, "BUILDING CODE", PART D, "PLUMBING AND SEWAGE DISPOSAL FAOILITIES", MOUND CODE OF ORDINANCES The Village 0ouncil of Mound, Minnesota, ordains: 1. That 0hapter 26, "Building Code", Part D, "Plumbing and Sewage Disposal Facilities", be amended by amending the provisions of Sectionm 26.60 and 26.61 thereof to read as follows, to-wit: "Section 26.60 PERMIT REQUIRED~ FEES No person mhall install or make substantial repairs or additions to plumbing, sewage disposal, or sewage disposal, or sewage connection systems without first securing a permit for such installation, repair or addition. There shall be a minimum fee of $5.00 for the permit for inside plumbing covering the first eight or fewer plumbing fixtures plus $1.00 for each additional fixture in excess of eight; there shall be a minimum fee of $5.00 for each permit for pri- vate sewage disposal system, plus a minimum fee of $2.50 for making of the percolation test and/or examination of the site; and there shall be a fee of $7.50 for each permit for connection to the public sanitary sewer system. "Section 26.61 LICENSE REQUIRED. FEE AND BOND a. E~ch person firm or corporation, doing plumbing or sewage installation, repair, or connection work for hire within this village, shall first secure a license, or licenses, to carry on such occupation from the Village Clerk. Such licenses shall be of three types: a Class "A" License which shall permit exclusively the installation of plumbing within buildings and to a point five feet outside of the face of the building wall; a Class "B" License which shall permit exclusively the installation or repair of private sewage disposal systems outside of buildings; and a Class "C" License which shall permit exclusively the installation or repair of connections to the public sanitary sewer system. b. At the time of applying for a license, each applicant shall pay a fee of $15.00 and secure and post a bond in favor of the Village and the public in the form prescribed by the Village, conditioned upon the faithi~l performance of his work under such license in accord with this ordinance. Such bond shall be in the amount of $1,000.00 for each ten contracts dndertaken within this Village with a maximum bond of $5,000.00 required of any licensee under license classes A or B. Such bond shall be in the amount of $5,000.00 for each 20 contracts undertaken within this Village with a minimum bond of $~,000.00 and with a maximum bond of $10,000.00 required of any licensee under license class C. Any licensee may h~ld more than one class of license, but a separate bond shall be furnished as provided above for each class of license. c. No person, firm or corporation shall do any plumbing or sewage in- stallation, repair, or connection work for hire within this Village without having first secured the appropriate license and having posted the bond therefor as required herein. d. No person, firm or corporation that holds any such license shall allow any other person, firm or corporation to perform such work under said license. ~. No Class "C" license shall be issued until this ordinance has been amended to provide regulations and standards for connections to the public sanitary sewer system and until this subsection has been re- pealed by duly adopted ordinanc®. f. Each license as provided hereunder shall expire annually on December 51st. 2. That this ordinance be effective from and after its adoption and publi- cation according to law. SANITARY SEWER ALONG ALWIN PROPERTY Roger Reed, representing the Alwin family, wondered if the sewer could be placed on the south side of the railroad tracks as it passes the Alwin property along Lake Langdon instead of on the north side as presently planned. Engineer Schoell was asked to make estimates and present them to the Council at the next meeting.
