Minutes of the Adjourned Meeting of February 26, 1963 at 8:00 P.M. at the
Mound Fire Station
Present were: H. B. R. Larson, Mayor and Trustees Del Pfeifer, Ray Koehn,
LeRoy Heik_kila and Gordon Batdorf. Attorney Ploetz and Manager L. L. Kopp
and Engineer Willir)',~ Schoell and William McComb
WILSHIRE DRIVE HEARING
The notices were examined and declared sufficient by Attorney Ploetz, the
affadivit of mailing was examined and declared as legal evidence the mailing
had met the legal requirements.
The Engineer explained the project with the aid of diagrams and maps, and
outlined the area to be served bY the proposed project and the results to be
expected.
Citizens appearing were: Myron Skow, Mr. and Mrs. Donald Sather, A1 Liebrenz
and Dr. Iverson. Mr. Skow wanted to know if he lived on a non-Municipal Aid
street would he have the pr~vilege of paying a $1,000.00 assessment for a road
he doesn't want or need. The answer was - probably not at this time but at
some time he would. Mrs. Sather asked if they would again be assessed for
a storm sewer when it served her road - the answer was, she would be assessed
when a storm sewer did serve her road, but she would not be assessed on this
project. Mr. Liebrenz asked if the school would be assessed for all its area
on the drainage and if such project would be on next years tax bill - the answer
was the school would be assessed on footage for cuch,_and gutter and all drainage
and its percentage of the road, as to the assessment for the next tax bill, if the
assessment hearing were completed and the assessment roll drawn up and approved
before October of the current year.
Trustee Koehn asked the 1..~ad capacity of the road - the answer was 9 ton axel

~EWER EASEMENTS - ALWIN PROPERTY
Rex Alwin appeared and protested vigorously the proposal of the Village to
run the sewer, line on the north side of the Great Northern tracks.
His main points:
Reduce value of his property
9 acres to be reduced to one lquarter of value
Such damage could never be replaced
Consider easement to be an atrocity
Property should be considered as a unit - not broken up
Property of 9 acres could be damaged at $4,000.00 per acre
a total of $36,000.00

Mr. Alwin showed a series of beautiful slides of the property and the council
commended him on his slides and his excellent photography.
His final statement was that there was no point of negotiation possible.
Condemnation of the property for easement purpose was re-confirmed, the
papers would be served on February 27, 1963
RESIGNATION OF JUSTICE OF THE PEACE - DOUGLAS BRYCE
Douglas Bryce had stated his intention to resign to clear the way for a full
Municipal Court in the Village of Mound, the Council wished to express their
appreciation of the work done over the period 'of years he served as a Justice
of Peace.

RESOLUTION OF COMMENDATION FOR HEALTH OFFICER- Dr. Romness
Dr. Kenneth Romness has generously given of his time for a~ umber of years
to serve the Village as Health Officer, a job requiring time aC: the most in-
opportune hours and under less then desirable conditions with no remuneration
for such duties.

{he''knoll on the south side of the tracks, within the Vill-
age,-.owned property, if this area is taken down in grade to
about Elev. 936.
The proposed relocation appears to represent an
crease in cost of about $23~000; in addition, we Will have
to go back to the railroad and obtain a revised easement, ~e
believe this might take two to three ~eeks at the minimum,
As indicated to you at last week,s meeting, we believe
the present alignment presents the least problems and cost.

The area sho~n in red on.the accompanying map is that trib-
utary to the ~iaywood Road dra~n. It comprises 439~700 sq. £t.
The area indicated in yello~ is that tributary to the
drain from the intersection of [filshire and Bartlett, origin-
.ally installed in 1953 and to ~hich an extension is proposed
· n the present project. The yello~ area totals 1,105,053 sq.
ft.
The green area is that tributary to the north end o£ till-
shire Boulevard and totals 155~600 sq. ft. in area,
lie believe that not less than S0% o£ the total storm se~er
cost on this Municipal State Aid project ~ill be included in

The purchase of a used Street Sweeper with a guarantee of 30 working hours
was discussed. The l%4ayor directed the l%/~anger to prepare specifications to
cover the purchase of such a sw~eeper.

following business places, upon the recommendation of the Village Manager.

LEGISLATURE BILLS COMING UP THIS SESSION
The Manager discussed the following legislation slated to be considered in this
session of the State Legislature
PERA - Social Security Bill
Condemnation Bill, that would allow more than the $100. O0 limit to
abate nuisances by condemnation
The matter of the Village Manager speaking for the Village in the absence of
the elected officials was discussed and the Mayor and Council recommended
that the Manager speak for the Village at legislature committee sessions in
the absence of elected officials. The Manager brought out the fact that more
weight was attached to the words of an elected official than of a hired employee.
