Larson, Trustees Leroy Heikkila, Kay Koehn, Del Pfeifer; Manager Leonard Kopp, Attorney Ray Ploetz and Engineer William Schoell. PUBLIC HEAl{lNG ON REZONING- Lot 18 Block 15 Arden The attorney examined the publication affadavit and declared it to be sufficient and ,~!~ gal. The Manager added his recommendation to that of the Planning Commission to allow this rezoning Pfeifer moved the following ordinance and Koehn seconded the motion. ORDINANCE NO. /~-- AN ORDINANCE ,~2~NDING CNAPTER 23, "ZONING", OF THE MOUND CODE OF ORDINANCES BE IT ORDAINED BY THE VILLAGE COUNCIL OF MOUND, MINNESOTA: 1. That Chaoter 23 of the Mound Code of Ordinances, entitled "Zoning", be, and hereby is, amended by reducing the Commercial Use District, as established bM Section 23.07 and Section 23.01 by remov- in~ therefrom the following described tract:' The westerly 25 feet of Lot 18, Block 15, Arden. 2. REQUEST TO ALLOW A VARIANCE IN BUILDING ORDINANCE Mr. Thomas Branvold requested a variance of the Ordinance governing the set-back from the lot line. The Planning Commission and the Village Manger both recommended the allowing of a variance. Pfeif,..,,r moved and Koehn seconded a motion. BE IT MOVED, a variance be allowed in the Building Code to permit a garage 38. type shelter to be constructed closer to the lot line. The vote was unanimously in favor, so carried. VARIANCE OF BUILDING CODE - Lot 1 Block 4 Devon ~r. Michael Petrovitch appeared and requested permission to build on a substandard size lot. The Planni~ Commission recommends the granting of such variance. Pfeifer moved and Koehn seconded a motion. The attorney stated the lack of action at this point was hinged on an Attorney General's opinion that has been requested in regards to the merging of the two departments. The council requested to Mound Fire Department to contact the Island Park Fire men by letter and advise them of the outcome of the contact and to give copies of all communications to the council. LIQUOR AUDIT The bound audit of the Liquor operation was presented to the council for study. Action was deferred until the full Village Audit is available. WEST HENNEPIN JOINT PLANNING COUNCIL Meeting nite is last Thursday of each second month. The Mayor with the approval of the council appointed to the West Hennepin Joint Planning Council, Mr. Charles Jackson from the Planning Commission and Mgr. Leonard Kopp from Administration. Alternates to be Planning Commission members for Mr. Jackson and a Council member for Mr. Kopp. It was suggested the village purchase a set of the hooks offered by the Planning Council COUNCIL CONGRATULATES NEW JUDGE The Council congratulated Judge L. E. Brophey, new Municipal Judge on his appointment by the governor to the Judge-ship. The new podium was in use for the first time by the council. BILLS The bill consisting of 80% of the Dock Permits was presented. DOCK INSPECTOR Patrick Wilson 113.60 Koehn moved and Pfeifer seconded a motion to pay the bill where funds are available. The vote was unanimously in favor, so carried. ASSESSMENTS HEARING~ (; The following hearings are to scheduled this year: Concord Blvd. Water Koehlers Addition l{oad Three Points Water ~ LIBI{ARY The possible site of a library was discussed. GENERATOR AT SEWER DISPOSAL PLANT The possibility of installing a generator to generate electricity at the sewer disposal plant was discussed. Enought heat will be generated to eliminate the installation of any heating system. A meeting has been set for March 6th with Northern States Power offficials to discuss the possibilities.
