JUNE 25, 2013
The Mound Housing and Redevelopment Authority in and for the City of Mound, Minnesota, met
in regular session on Tuesday, June 25, 2013, at 6:50 p.m. in the council chambers of City Hall.
Members present: Chair Mark Hanus; Commissioners Heidi Gesch, Ray Salazar and Mark
Wegscheid, Kelli Gillispie
Members absent: None
Others present: City Manager Kandis Hanson, Fin Dir /Clerk/Treasurer Catherine Pausche,
Community Development Director Sarah Smith, Public Works Director Carlton Moore.
1. Open meeting
Chair Mark Hanus called the meeting to order at 6:50 p.m.
2. Approve agenda
MOTION by Salazar, seconded by Gesch to approve the agenda. All voted in favor. Motion
carried.
3 Approve minutes
MOTION by Salazar, seconded by Gesch, to approve the minutes of the June 11, 2013 regular
meeting. The following voted in favor: Hanus, Gesch, Salazar and Wegscheid. The following
voted against: None. Gillispie abstained from voting because she was absent from that
meeting. Motion carried.
4. Approve claims
MOTION by Salazar, seconded by Gesch to approve the claims in the amount of $5,665.33. All
voted in favor. Motion carried.
Pausche stated the HRA has been investigating options for Indian Knoll Manor Apartments
since 2009. The most recent option explored was HUD's Rental Assistance Demonstration
(RAD) program. Signet Partners, Colorado, conducted a financial screen to see if Indian Knoll
was a good candidate for the program. Pausche summarized the results contained in the
packet and stated that since RAD was a cost savings measure for HUD, the RAD rents would
not support the program from Common Bond's perspective. In subsequent meetings with HUD,
the Mound HRA was referred to Met Council's HRA, called Metro HRA, to explore a voluntary
conversion to project based Section 8. This actually resulted in an increase in funding for Metro
HRA and is currently what Columbia Heights HRA is pursuing. Pausche stated exploring that
option is the next step and Staff will keep the board informed of progress.
Chair Hanus asked what housing authorities do when the property is not sustainable. Pausche
stated there is the option to end the contract with HUD and sell the property outright, but then it
can't be guaranteed the property will remain affordable, possibly impacting our affordable
housing goals with Met Council. Pausche stated the goal is to keep the property affordable and
in competent hands.
