at the Mound Fire Station
Present were:
Mayor H.B.R. Larson, Trustees Koehn, Heikkila and Pfeifer, Manager
Kopp, Attorney Ploetz, and Mr. Schoell and Mr. McCombs of Schoell
and Madson.
PUBLIC HEARING ON REZONING - (St. John's Lutheran Church Property)
The attorney examined the publication affidavit and declared it to be sufficient
and legal. Lincoln Auld of St. John's Lutheran Church made the request for re-
zoning, stating that the present church building had been up for sale for many
months without a buyer and that it is so located as to be an asset to Mound to
be zoned either Commercial or General Business. Three letters of protest from
property owners adjacent to the church property were read. Writeres of two of
these letters were also present, Nra. Hentges and Mrs. Ralph Lang. The other
letter objecting to rezoning was from Mr. and Mrs. Dale Nelson. Nra. Hentges
said that if St. John's property is rezoned, hers also should be. She was ad-
vized that the property up for rezoning at this hearing was St. John's property
and that if she wished to have her property considered for rezoning she should
petition the Council.
Discussion as to whether to rezone to Commercial or General Business ensued;
Mr. Ploetz left the meeting to get a cody of an amendment to Mound Code of
Ordinances passed April 24, 1962, enumerating different businesses allowed under
each category. Hearing adjourned for a few minutes.
Minutes of July 9th meeting were read. Pfeifer moved, Heikkila seconded to
accept the minutes as read.
Public Hearing resumed. Koehn offered the follow~ng ordinance and moved its
adoption. Pfeifer seconded the motion.
ORDZNANCE NO. 158
AN ORDINANCE AMENDING CHAPTER 23, MOUND CO~ OF
ORDINANCES, ENTITLED "ZONING"
BE IT ORDAINED BY THE VILLAGE COUNCIL OF MOUND, MINN~2SOTA:
1. That Chapter 23, Mound Code of Ordinances entitled "Zoning" be,
and hereby is, amended by deleting from the provisions of sec-
tions 23.01 and 23.05, Residential Use District "B", and by
adding to the provisions of s~ction 23.07, Commercial Use Dis-
trict, the following described tract, to-wit:
That par~ of the Northeast Quarter of the Southeast
Quarter of Section lb, Township llT, Range 24, described
as follows: commencing at the point of intersection of
the West line of State Highway Nmmber llO with the South
line of Meadow Lane as platted in the plat of "Mound";
thenceSoutherly along the West line of said State High-
way Number llOa distance of 200 feet, thence Westerly
parallel with the South line of said Meadow Lane s distsnce
of 200 feet; thence Northerly parallel with said State
Highway Number llOa distance of 200 feet; thence Easterly
900 feet to the point of beginning; together with vacated
street or alleys adjacent thereto.
2. This Ordinance shall become effective from and after its adoption
and publication according to law.

PUBLIC HEARING - Vacating of Churchway
The attorney examined the publication affidavit and declared it to be sufficient
and legal. The petition was presented by 100% of affected property owners.
Mr. Koop reported that the Planning Commission has recommended that the requested
vacation of part of Churchway be granted. Also that the utilities had been noti-
fied and there were no objections except for a drainage ditch to be maintained.
Pfeifer moved, Koehn seconded, and it was ~nanimously carried to continue the
hearing to 8 o'clock on August 20 and between now and then the engineers were
asked to check on an easement for drainage.
The Minutes of July 16, 1963 meeting were read. Heikkila moved and Pfeifer
seconded a motion that the minutes of July 16, 1963 be accepted as read. The
vote was unanimously in favor, so carried and accepted.
The Minutes of July 23, 1963 meeting were read. Pfeifer moved and Heikkila
seconded a motion that the minutes of July 23, 1963 be accepted as read. The
vote was unanimously in favor with the except~6f Mayor Larson who abstained
because he was absent at this meeting. So carried and accepted.
The Minutes of July 30, 1963 meeting were read. The name of J. Milton Uner as
opposing the installation of water mains along Noble Drive should be stricken.
Koehn ~o~d and Pfeifer seconded the motion to accept the minutes as corrected.
The vote was unanimously in favor, so carried and accepted.
BIDS ON SANITARY S~^~R 62-1B
The engineer presented the tabulation of bids for the sewage disposal plant.
Discussion was had concerning alternate equipment, and representatives of Chicago
Pump, Dorr-Oliver, Komline-Sanderson and Eimco made presentations to the Council.
Informal poll of the Council was taken.
Koehn moved and Pfeifer seconded the motion.

heard relative to water assessment.
SHADYW00D in Orono
David Liopert and Mr. & Mrs. Hurley of Shadywood in Orono appeared before the
Council asking what procedure they should follow to become annexed to Mound so
as to receive water and sewer services and other municipal benefits. They were
advised to return to their own Council and ask them to work with the Council of
Mound.

Heikkila moved, Pfeifer seconded the motion.
BE IT MOVED, Northern States Power Company be authorized to install a light of
6,000 lumens at Summach Street & Beach Road in Three Points. It was unanimously
carried.
REMOVAL OF PARKING ON CONCORD BOULEVARD - Post Office
Koehn moved, Pfeifer seconded the motion.
BE IT MOVED That the Village Council of Mound, Minnesota, designate the South
side of Concord Boulevard, from the Easterly line of the Post Office access
driveway to a point 24 feet East thereof as a "no parking" zone; and that the
Council direct the manager to have the curb appropriately painted. Unanimously carried.
ABOLITION OF OFFICE OF CONSTABLE
Koehn offered the following ordinance and moved its adoption.

AN ORDINANCE AMENDING CHAPTER 8, MOUND CODE OF ORDINANCES,
ENTITLED "POLICE DEPARTMENT" BY ABOLISHING 5HE OFFICE OF
CONSTABLE.
BE IT ORDAINED BY THE VILLAGE COUNCIL OF MOUND, MINNESOTA:
1. That Chapter 8, Mound Code of Ordinances, entitled "Police
Department" be, and hereby is, amended by adding thereto the
provision of Section 8.04 as follows, to-wit:
"Section 8.04. The office of the Constable in the
Villate of Mound is hereby abolished."
2. This ordinance shall become effective upon its adoption and
publication according to law.

Ko~hn moved, Heikkila seconded the motion to pay J. N. Johnson Co., Inc. for
the repair bill of $65.00 in curred in on the resuscitator loaned
to the Fire Department by Spring Park. This resuscitator is being loaned to the
Fire Department of Mound by Spring Park as long as the Village of Spring Park has
a fire contract with the Village of Mound. The motion was unanimously carried.
