1963-09-10MINUTES OF THE REGULAR MEETING OF SEPTEMBER 10, 1963 at 8:00 P. M. MOUND FIRE STATION Present were: Mayor H. B. R. Larson, LeRoy Heikkila, Del Pfeifer, and Ray Koehn, Trustees; Attorney Ray Ploetz, Engineer-William McCombs, and Manager Leonard Kopp. The Minutes of the August 13, 1963 meeting were read. Koehn moved tto accept the minutes of August 13, as read, Heikkila seconded the motion. The vote was unimously in favor so carried and accepted. The Minutes of August 20, 1963 were read. motion to accept the minutes of August 20, in favor so carried and accepted. Koehn moved and Pfeifer seconded a 1963 as read. The vote was unanimously The Minutes of the August 28, 1963 were read. Pfeifer moved and Heikkila seconded a motion to accept the minutes of August 28th as read. The vote was unanimously in favor so carried and accepted. PLANNING COMMISSION RECOMMENDATIONS DeLoy Walker appeared to request a variance in the Builind Code by bding able to build on a sub-standard size lot - Mound Shores, Lot 1 Koehn moved and Pfeifer seconded a motion. BE IT MOVED, DeLoy Walker be allowed to build on Lot 1, variance to the Building Code. The vote was unanimously in favor. So carried. Mound Shores, in TONKA TOYS Stan Beckstrom appeared representing Tonka Toys and requested permission to build a wall on their property alongside the railroad trac~ that is not a two hour fire wall. Mr/ Beckstrom agreed that Tonka Toys will gibe the village the necessary footage to make Lynwood at66 foot street at the point that it adjoins Tonka Toys property. Koehn moved and Pfeifer seconded a motion t~-~ the plans for such a wall part of the official minutes of the village and allow Tonka Toys to install such a wall along the railroad tracks. The vote was unanimously in favor so carried and granted. John Weiland requests a variance in the Building Code with the written permission of the neighbor to the west to allow the construction of another garage in the hill. Pfeifer moved and Koehn seconded a motion to accept the Planning Commission recommendation to allow the addition of another garage in the hill provided no part of does protrude above the ground. The vote was unanimously in favor so carried. THREE POINTS REZONING Heillia moved and Pfeifer seconded a motion RESOLUTION 63- 184 Roll Call Vote Resolution Calling Hearing on Proposed Re-Zoning Pfeifer Aye Koehn Aye Heikkila Aye Lar s on Aye So carried and resolved. EXPENSES TO NATIONAL ASSOCIATION OF MUNICIPAL JUDGES Koehn moved and Pfeifer seconded the motion RESOLUTION 63-185 Resolution Authorizing and Directing Reimbursement Roll Call Vote Pfeifer Aye Koehn Aye Heikkila Aye Lar s on Aye So carried and resolved CENTRAL BUSINESS DISTRICT PLAN This matter was tabled until Sept. 24th. WATER ON MONTCLAIR PLACE Koehn moved and Heikkila seconded the motion RESOLUTION 63- 186 Resolution Ordering Preparation of Report on Improvement Roll Call Vote Heikkila Aye Pfeifer Aye Koehn Aye Lar s on Aye So carried and resolved GAS LINE The Manager was instructed to write or contact Northern Natural Gas Co. Minnesota Valley Gas Co. to inquire about possible service to our area. and the Koehn moved and Pfeifer seconded a motion RESOLUTION 63- 187 GAS Main Construction Roll Call Vote Pfeifer Aye I-Ieikkila Aye Koehn Aye Lar s on Aye So carried and resolved. GAMES OF SKILL LICENSES Atlas Amusement Co. requested licenses for two games of skill and a juke box, the matter was tabled until the police could investigate further. SEWER EASEMENT Pfeifer moved and Heikkila seconded a motion RESOLUTION 63- 188 Resolution Ratifying Reimbursement Roll Call Vote Pfeifer Aye Koeh~ Aye Heikkila Aye La r s on Ay e So carried and resolved PARKING ON CHURCH WAY Koehn moved and Heikkila seconded a motion BE IT MOVED, the parking regulation on the south side of Church Way be changed from a two hour limit to a one hour limit, the stalls for the DoctOrs to re~iin as is. The Manager is' authorized to install the proper signs in the area. The vote was unaimously in f~vor, so carried. ERECT SIGN A request was received from the Rotary Club to install their sign on the corne~.~ of Commerce and Concord. The matter was discussed and referred to the Mgr. to check with the Mohawk Jaycees about arranging signs. ZAKLAN EASEMENT Pfeifer moved and Heikkila seconded the motion. RESOLUTION 63- 189 Roll Call Vote Resolution Authorizing and Directing Purchase of Easement ( Sanitary Sewer 62-1) Pfeifer Aye Heikkila Aye Koehn Aye Lar s on Aye So carried and resolved AVON PARK The engineer has recommeded the payment of Northern Contracting in the Avon Park drainage less 10~0 Heikkila moved and Pfeifer seconded a motion BE IT MOVED, the bill of Northern Contraci/ng for $2,596.50 be paid where funds are available. The vote was unanimously in favor, so carried.
