1968-02-13MINUTES OF REGULAR MEETING OF February 13, 1968, 7:30 P.M., Village Hall in Island Park Present: Mayor Fenstad, Councilmen Swenson and Regan, Attorney Pearson, Vill~ge Manager F. opp and Engineer Clarence Leer. Councilmen Schmidt and. Andreasen came in while discussing Wages for Liquor ~tore Wait- ress es. MINUTES Regan moved, Swenson seconded and it was carried to accept the minutes of January 16, 1968. HOUSING AUTHORITY The members of the Housing Authority have asked to meet with the Council at a later date. February 27 was set. STREET LIGHT - On Island View Drive between Lamberton Road and Ayr Lane In April 1967 at the request of the citizens in the vicinity of Lamberton Road and Island View Drive a light was installed at Lamberton & Tuxedo and the light on Service Road (now Island View Drive) south of Lamberton was moved to the corner of Service Road and Lamberton. A request has now been received for a light in the midblock of Island View Drive between Lamberton Road and Ayr Lane because the terrain blocks out the light. It is believed the lighting would be improved if the light were turned so it would shine on the road instead of out in the lake. Mr. Kopp is to contact Northern States and report. VACATION OF GLAMORGAN ROAD Regan moved, Schmidt seconded, and it was unanimously carried to continue the hearing to February 27. HEARING - Rezoning along Westedge Road The Attorney declared the oublication legal and sufficient. Vernon W. Lindeman, a resident along Westedge Boulevard, presented a list of property owners in the vicinity who are opposed to the rezoning. They are opposed to both town houses and apartments. Richard Wright, owner of the orooerty and petitioner for rezoning was also present. Regan moved and Swenson seconded the motion. RESOLUTION DENYING PROPOSED AMENDMENT OF CHAPTER 23, MOUND CODE OF ORDINANCES ENTITLED, "ZONING" (Parcels 1310, 1360, 1365, 1368, 1372, 1385 ;~nd part Parcel 1320 of Sec. 23) H~RING - Bayport Road Paving Assessment The Attorney declared the publication and mailing legal and sufficient. A1Quist objected to the high assessment on his mother's lot, Lot 18, Block 2, John S. Carlson Addition. It was checked with the amount estimated at the be- ginning of the project and it was found to be about the same price. It is an unusually shaped lot. John Clark, Lot 14, Block 2, John S. Carlson Addition, would like some adjust- ment. The street was lowered in front of his driveway and his retaining wall is undermined. The Engineer reoorted the street grade was not lowered, but in widening the street it would be lower at the edges. The Engineer had suggested as a temporary measure fill could be put in so the cars would not scrape, but the best thing would be for the owner to grade his driveway to match. If the retaining wall is on Village property, there would be no adjustment. Regan moved a resolution approving the special assessment. The motion died for lack of a second. Swenson moved, Andreasen seconded, and it was unanimously carried to continue the hearing to March 12. FIRE DEPARTMENT A delegation from the Fire Deoartment was present to present spex for a new Fire truck. They first wanted their 1968 Salary Schedule clarified.
