1968-02-27MINUTES OF THE COUNCIL MEETING OF FEBRUARY 27, 1968 7:30 P.M. at the Island Park Hall Present: MINUTES Mayor Orval Fenstad, Councilmen John Andreasen, James Regan, Eldo Schmidt and Gordon Swenson. Attorney Curtis Pearson, Village Manager Kopp and Ralph P. F:edrickson of K. M. Clark Engineering Co., and Clinton Mann, Building Inspector. Andreasen moved, Schmidt seconded, and it was carried to accept the minutes of February 13, 1968. REZONE - Block 9, Avalon Regan moved, Andreasen seconded, and it was unanimously carried to continue the hearing to March 12, 1968. VACATION OF GLAiIORGAN ROAD Re_~an moved, Andreas~n seconded, and it was unanimously carried to continue the hearing to March 12, 1968. REFUNDING OF DOCK PERMIT Schmidt moved, Regan seconded, and it was unanimously carried to refund $2.00 to James R. Grady, Route 3, Box 29, Mound for a dock permit as there was no room where he wished to put the dock and did not wish to go farther down the beach. COOK'S BAY AUTO RACES To be discussed March 19. SEWER CONNECTION ORDINANCE To be discussed March 19. ADDITIONAL CIGARETTE LICENSES Swenson moved, Andreasen seconded, and it was unanimously carried to grant cigarette licenses to the following: Thrifty Drug V & H Vending, 3907 Central Ave. N.E. at North Star Station Marina Manor Commissary RADIO COMMUNIC~5ION - Mound Medical Clinic Antenna Regan moved and Swenson sec~nded the motion RESOLUTION NO. 68-53 Roll Call Vote Andrea sen Aye Regan Aye Schmidt Aye Swenson Aye Fenstad Aye So carried RESOLUTION AUTHORIZING MOUND MEDICAL CLINIC TO INSTALL RADIO ANTERT~A ON T!~ ELEVATED STOPJ~GE TANK IN SHIRLEY HILLS INSTALLING RADIO ANTENNA ON SEWER PLANT Regan moved, Andreasen seconded, and it was unanimously carried to authorize the Administration to purchase reconditioned UHF radio equipment from General Communications, Inc., 5800 Excelsior Boulevard, Mpls. in the amount of $1,430 as per bid less one 60' Galvanized Steel Tower. (Mound Medical Clinic is donating the tower they have on their building.) HOUSING AUTHORITY Mr. R. C. Koehn, chairman of the Mound Housing Authority, reported the organi- zational reports have been accepted at the Chicago Office, they have interviewed architects, and they are progressing on the workable program. They are working with the Citizens Advisory Committee and would like to have the Council appoint one of its members and Mr. Kopp to work with them. The Mayor consented to work with them, as will Mr. Kopp. SOUTHWEST SANITARY SEWER DISTRICT Gordon Swenson will attend the meeting at the Hopkins City Hall on Feb. 29 at 8:00 p.m. LIBRARY SITE Mr. Kopp was asked to contact the Architect to meet with the Council on Saturday March 5 at the Village Office at 7:30. The Chairman of the Library Board is also to be invited. WATER PROJECT Mr. Fredrickson of K. M. Clark presented a change in the plans. He recommended raising the main two feet between Bartlett Boulevard and Lot 5 of McNaught's Addition, thereby saving the Village $6,800. Regan moved, Schmidt seconded to take the Engineer's recommendation with the stipulation that a resident in- spector 'be on the job to see that the main is laid the proper depth. On roll call vote, all were in favor except Swenson who objected because there was no guarantee against freezing. The County Highway Department is also objecting to constructing the main in the traveled portion of the roadway. The dis- cussion was continued to March 12 after further discussion with the Highway Department. NEW CONSTRUCTION ON LOTS 47,48 and 49 of Block 3, Crocker's Lakeside Park There are two homes being constructed on Lots 47, 48 and 49 of Block 3, Crocker's Lakeside Park. No building permits have been issued. The Building Inspector explained he knew about them and the intent was they were only going to dig basements in the fall and would put up the buildings in the sp~ing. Due to nice weather and availability of workmen, the suRerstructure on one has been built. Several neighbors were present,protesting the sideyard set- backs. The following spoke: Julius Anderson, Lots I & 2, Block 6, Crocker's Richard Peterson, Lots i & 2, Block 8, Crocker's John Eiden, Lots 14,15,16, Block 2, Crocker's Phil Weiland, Lots 30 & 31, Block 2, Crocker's Mrs. Donna Lugauer, Lots 9 & 10, Block 2, Pembrok~ It was determined that there were three lots divided into two building sites and there was no infraction on setbacks. Schmidt moved, Regan seconded, and it was unanimously carried to direct the Building Inspector to enforce the building ordinance, Section 26.05 requiring building permits, to the fullest extent. OUTSIDE "BIFFY" - Eagle Lane Report has been received that there is an outside pri~,~ located in a shed on Eagle Lane. The Building Inspector said he would check it out in the morning. CHARLES HARTMAN PLUMBING Mr. Hartman and Mr. LeRoy Powell were present in relation to getting a water meter installed in Mr. Powell's house located on Lots 12 & 13, Block 6, Arden. Mr. Hartman said the water had been dug in at the same time as the sewer but Mr. Powell was using water from his well until last week when it gave out. Mr. Hartman had called the office asking for a meter to be delivered, but was told no application for a meter had been made, that the owner or a master plumber would have to come into the office and make application and pay $41.00 for a meter. Mr. Hartmsn contended the meter should have been paid for when it was dug into the house, and proceeded to connect the house to water without a meter. He said the man had six children and we couldn't refuse him water. He felt because the meter had not been taken out before, it didn't need to be taken out now. Mr. Powell said he would come into the off~ce at his earliest convenience, which would be Thursday afternoon, to make application for a water meter. Mr. Hartman also wished to be heard further on why he cannot do plumbing in in the Village of Mound. It was pointed out to him that the Village requires master plumbers, and that this is supported by the State Health Department. Mr. Hartman said the Attorney General had said he as a journeyman plumber could do plumbing. He was told by the Village Attorney that he can do plumb- ing under a master plumber and if he wished to follow further on this to produce a letter from the State Health Deoartment. Regan moved, Schmidt seconded, and it was unanimously carried that the Council support the Administration on following the ordinances in allowing only master plumbers registered with the Village to do work in the Village.
