1968-04-09 MINUTES 0FMEETING OF APRIL 9, 1968 7:30 P.M., Village Hall in Island Park Present: Mayor Fenstad, Councilmen Andreasen, Regan, Sc~midt and Swenson, Village Manager Kopp, Attorney Earl Hokenson, E~gineers Mills, Fredrickson and Leer. MINUTES Schmidt moved, Regan seconded, and it was unanimousl?~ carried to accept the minutes of March 26, 1968. $~enson moved and Andreasen seconded to have the minutes read at each Council meeting or have a copy of the minutes in the hands of the audience so the people will know what is going on. Andreasen, Schmidt, Swenson and Fenstad voted aye. Regan voted nay. So carried. BIDS 1. BASSWOOD, ENCHANTED AND PIPER STREET CONSTRUCTION Mr. Mills presented the bids received for street construction and recommended the lowest bidder, Suburban Paving. RESOLUTION ACCEPTING BID Project 67-9 Combined 2. WATEP, MAIN EXTENSIONS Mr. Fredrickson presented the bids received for water construction and recommended the lowest bidder, Widmer Bros. Evensen and Associates, Finance Consultants, explained the General Obligation Water Revenue Bonds and Improvement Bonds of 1968. RESOLUTION GRANTING VARIANCE (Garage Setbacks - Tipi-Wakan Property) (b) Variance in Parking Regan moved and Andreasen seconded the motion RESOLUTION 68-79 Roll Call V~te Andreasen Aye Regan Aye Schmidt Aye Swenson Aye Fenstad Rye So resolved. RESOLUTION GRANTING VARIANCE (Reduction in square foot require- ment for each parking stall - Tipi-Wakan Property) The Council directed that the number of parking spaces per unit be referred back to the Planning Commission for further study. 4. Beachside Developers (Earl Nelson) Dredging approval and Zoning change Lots 19 & 20, Aud. Sub #170 and Lots 28,29,30,31 and 32, Bartlett Place (a) Dredging Approval Regan moved, Schmidt seconded, and it was unanimously carried that a letter be sent to the Minnesota Conservation Department and the Minnehaha Creek Watershed District stating that the Village has no objection to what Mr. Nelson is planning to do because it is in accordance with the Central Business District Plan that has been formulated. (b) Rezoning Regan moved, Swenson seconded, and it was unanimously carried to table action on rezoning until a petition of affected property owners within 300 feet is received. 5. Lot 3, Block 2, Mound Terrace Side yard variance Regan moved and Andreasen seconded the motion RESOLUTION 68-80 Roll Call Vote Andreasen Aye Regan Aye Schmidt Aye Swenson Aye Fenstad Aye So resolved. RESOLUTION GRANTING VARIANCE (Lot 3, Block 2, Mound Terrace - Side yard variance) LOST LAXE DEVELOPMERT PLANS Andreasen moved and Regan seconded that authorization be given the Village Manager to have a plan of development for Lost Lake drawn by Wm. Mills Engineering at a cost of $250. Ail were in favor except Swenson who objected because Village money is being spent on private property. So carried. POLICE MUTUAL AID AGREEMENT The Council referred the mutual aid agreement for police help in time of emergency to our legal advisor. HOUSING AUTHORITY Mr. Ray Koehn, chairn~an of the Mound Housing and Redevelopment Authority, presented a report and requested two resolutions be passed by the Village Council in order to apply for a necessary loan. RESOLUTION AUTHORIZING EXECUTION OF A COOPERATION AGREemENT LICENSES Regan moved, Swenson seconded, and it was unanimously carried to grant restaurant license renewals to the following: Mound Lanes Paul's Store Thrifty Drug A1 & Alma's Ambrose Espiritu Lentsch's Cafe American Legio~ Tastee Freez Andreasen moved, Swenson seconded, and it was unanimously carried to grant games of skill license renewals to the following: Mound Lanes 1 juke box 2 games of skill Paul's Store 1 juke box 1 game of skill American Legion 1 juke box Orr!n Hoefer of Mound Lanes asked that the bowling alley licenses be dropped. Andreas~a moved, Schmidt se~onded, and it was unanimously carried to have the Village Manager check into l~icens~ng practices in other communities re- garding bowling alley licenses. RESOLUTION AUTHORIZING REFUND for GAMES OF SKILL LICENSES ENLARGING BEER COOLER Swenson moved, Schmid~ seconded, and it was unanimously carried to allow the expenditure of $865 to enlarge the beer cooler at the Mound #1 Liquor Store.
