1968-05-14MINUTES OF THE MEETING OF MAY 14, 1968 at 7:30 P.M. at the Village Hall in Island Park Present: Mayor Fenstad, Councilmen Andreasen, Regan, Schmidt and Swenson, Village Manager Kopp, Attorney Pearson, Engineers Leer and Mills and Duane Shuck of T. G. Evensen, Inc. MINUTES Andreasen moved, Schmidt seconded, and it was unanimously carried to accept the minutes as sent to the Council. BROOKTON PARK ASSESSMENT (continued) On May 4th the Council met with some of the citizens in the area with the result the Engineer was requested to revise the Preliminary Assessment Roll to exclude the area south of Lynwood Boulevard. Gene Hodge was present and thanked the Council for showing interest and concern in looking over the situation. RESOLUTION APPROVING THE SPECIAL ASSESSMENT AS AMENDED (Brookton Park) BEACHW00D SEWER, WATER & STREET The attorney declared the mailing and publication to be legally sufficient. Mr. Mills presented the feasibility report. Mr. Charles Bergmann, Lot 4, Block 2, Langdon Heights, Mr. Wm. Ehrenberg, Lot 3, Block 2, Langdon Heights, and M~. Gerald Kust, Lot l, Block 2, Batdorf's 1st Addition and developer in this area spoke. A letter from Mr. Morris Splettstaszer, Lot 16, Block l, Batdorf's First Addition, was presented to the Council. RESOLUTION ORDERING THE IMPROVEMENT AND PREPARATION OF PLANS (Beachwood - Project 68-15) PLANNING COMMISSION - Carl Johnson (continued) Schmidt moved the request of Carl Johnson to place two homes on one lot, Lot 2, Block 2, Bay Ridge, be denied being it is directly in opposition to our ordinances. Regan seconded, ii All in favor except Swenson who voted Nay on the basis this lot was assessed for two sewer units. BOND SALE - $138,000 Improvement Bonds and $160,000 General Obligation Water Revenue Bonds Mr. Shuck of T. G. Evensen & Associates, Financial Consultants, presented bids for opening. RESOLUTION ACCEPTING COUNTY AUDITOR'S RE-RUN OF SPECIAL ASSESSMENTS MINUTES After a discussion On furnishing minutes to interested citizens, Andreasen moved and Swenson seconded to send the minutes to each of the Councilmen and read the minutes at the beginning of each meeting. Regan moved and Andreasen seconded to amend the above motion to include that the minutes are not official until they have been acted on by the Council and that the minutes would then be available at the Village Office where anyone could copy what he wished off them, but if copies were to be made that a nominal charge be made for them. The vote on the amendment was four to one with Swenson voting against as he did not feel any person should have to pay for a copy of the minutes. So carried. The vote on the main motion was four to one with Swenson voting against. So carried. RESOLUTION DIRECTING INVESTMENT OF FUNDS OFFICIAL NEWSPAPER Andreasen moved, Schmidt seconded, and it was unanimously carried to change the name of the Official Newspaper from the Mound West Tonka Minnetonka Herald to Mound-West Tonka Minnetonka Sun, keeping in line with the change of name. Myers Marguerite Johnson ADVISORY PARK COMMISSION Schmidt moved, Regan seconded, and it was unanimously carried to ratify the appointment of Florence Hurley and Kurt Carlson to the Park Board. Councilman Swenson asked to be replaced on the Park Commission as it con- flicts with a meeting of the Fire Department. Andreasen moved, Schmidt seconded and it was unanimously carried to make a change in council- appointments: Andreasen to represent the Council on the Park Commission and Swenson to represent the Council on Minnetonka League of Municipalities. BAEERRELIEF CASE Regan moved, Andreasen seconded, and it was unanimously carried to reaffirm the original decision that Mrs. Baker does not meet the residence require- ments for relief. STATE MUNICIPAL LEAGUE CONVENTION Regan and Fenstad will attend the Minnesota Municipal League Conference on June 12, 13 and 14 at the Pick-Nicollet Hotel. DISCUSSIONS Discussions were held on the following: 1. Whether an exception would be made to place a trailer on Lot l, Hal~ ~tead Park, at Russell's Trailer Court for the people installing the new water tank.
