MINUTES OF THE MEETING OF AUGUST 13, 1968 at 7:30 P.M. at the
Island Park Hall, Mound, Minnesota
Present were: Mayor Orval Fenstad, Councilmen John Andreasen, James Regan,
and Eldo Schmidt; Village Manager Leonard L. Kopp and Attorney Curtis Pearson.
The minutes of the July 23, 1968 meeting were read, Andreasen moved and
Regan seconded a motion to accept the minutes as read. The vote was unanimously
in favor, so carried and accepted.
The minutes of the meeting of August 6, 1968 were read. Schmidt moved and
Regan seconded the motion to accept the minutes of August 6, 1968 at read.
The vote was unanimously in favor, so carried and accepted.
HEARING ON THE VACATION OF LEACH LANE
The Manager presented the file and outlined the project.
Pete Lutter was against the opening of Leach Lane and said the kids would use
it for a hangout and the police would have problems.
Dick Schultz presented a letter that state Paul Anderson wanted Leach Lane
vacated.
Tim Meyer was opposed to the vacating of Leach Lane
Mrs. Fred Falk who owns the lots on both sides of Leach Lane wants it vacated.
Mr McChesney wanted Leach Lane vacated because it would not be used as plan-
ned by the Minnesota Baptist Assembly.
Ralph Harvey opposed the vacating of Leach Lane, because it afforded access
to certain properties abutting it.
Tim Meyer changed his mind after the mayor pointed other ways of access .to his
property.

SUBDIVISION d OF THE VILLAGE CODE TO
PERMIT HOME OCCUPATIONS IN RESXDENTIAL
A-1 AND A-g USE DISTRICTS AND
E~TABLISHING STANDARDS
The Village Council of ~he Village of Mound do ordain:
Section 23.011, Subdivision d, is amended
subseclion 9 which shall read as follows:
to add
9. Home Occupations: Home Occupations which
shall be defined to mean any occupation or profession
of a service character which is clearly secondary to
the main use of the structure as a one family
private dwelling and does not change the character
thereof. Any activity resulting in noise, fumes,
traffic, light or odor to such an extent that it
is noticeable that that property is being used for
non-residentlzl purposes shall not constitute a
home occupation. The use shall be confined to one
room within the principal structure; shall be
engaged in only by parsons residing in the dwelling;
and shall not involve retail sales of products
produced o~M the sate; and shall not have special
parking, lighting, advertising, or other facilities
which would indicate its use for purposes other
than as a one-family, private dwelling.
/~uch Home Occupations shall be allowed only
after--the applicant has received a special permit
from the Village Council. At the time the original
special permit is considered, the Village Council
shall hold a public hearing, said public hearing to
be held after publishing once in the official news-
paper at least ten (10) days in advance and after
notification to all parties located within 200 feet
ot the lot for which the request for special permit
is made. The council shall not grant said special
permit for a period to exceed on e year. The ap-
plicant may apply for a renewal oi said permit each
year and said application for renewal of a special
permit is not subject to the pro',isions of a public
hearing a~ required by this section. Ail Special
Permits issued under this section shall expire
subject to renewal on July 1 of each year._?

date be set on September 24, 1968 at 7:30 P.M. at the Island Park Hall for
a hearing on a Home Occupation Ordinance.
The vote was Regan nay,, all others aye, so carried.

Mr and Mrs Helland of the Three Points area appeared and requested relief
from the back up of sewage in their basement, they requested the village install
and maintain a clean up valve between their residence and Marina Manor.
Regan moved and Andreasen seconded a motion
BE IT MOVED, by the Village Council of the Village of Mound that the request
of Mr and Mrs Helland to install a clean out valve and maintain it between
their home and Marina Manor be denied. (Butterfly valve)
