Peterson; Village Manager Leonard L. Kopp, Attorney Curtis Pearson, Engineer William T. Mills and Engineer Ralph Fredrickson. NR. ARINGS 1. HALSTEAD HEIGHTS WATER (Project 68-17) Mr. Fredrickson presented the plans and explained the extent of the project. The following spoke in opposition: Alfred Jepeson, Lots 9,10,11 Halstead Heights Clarence Anderson, Lot 15, Halstead Park William T. Frommes, Lots 15,16, Halstead Heights A petition was also presented opposing, signed by Mr. and Mrs. W. C. Russell Mr. and Mrs. Clarence Anderson Mr. Walter W. Mack Mr. and Mrs. A1 Jeppesen Mr. and Mrs. Clarence Olsen Mr. and Mrs. Wm. Frommes Mr. and Mrs. P. N. Hornsten The petitioners for the project were also present. They are building at the edge of the village and the closest fire hydrant is a considerable distance from their lots. They felt this was the time to approach the Village for the extension. RESOLUTION CONTINUING HEARING ON IMPROVEMENT (Project 68-17 Halstead Heights Water) 2. SPECIAL USE PERMIT - Nursing Home After Mr. Richard Wright presented the plans for the Nursing Home to be placed on Parcels 1360, 1365 and 1385 of Plat 61223, 6221 and 6251 Westedge Boulevard, the following spoke in opposition to granting a Special Use Permit: Robert Smestad, 2625 Westedge Boulevard Vern Lindeman, 2646 Westedge Boulevard Jerry Kust, 2700 Westedge Boulevard A petition opposing the Special Use Permit with the following names was also presented: Mr. and Mrs. Robert Smestad Mr. and Mrs. Vernon W. Lindemann Mr. and Mrs. Gary Erdman Margaret Geagan Mr. and Mrs. Keith Bolster Mrs. Pillatzki Mrs. Leone Christensen Mr. Clarence Krotzer (Mr. and N_rs. RESOLUTION DENYING GRANTING SPECIAL USE PERMIT Bay Ridge-Halstead Lane (Project 68-16) Mr. Mills presented the preliminary plans on grading, gravel base, bitu- minous surfacing and bituminous curbing, concrete sidewalks and storm sewer on Bay Ridge Road and Halstead Lane. He felt that the grade of the street would take care of drainage, but a storm sewer would be neces- sary just outside of the area to the west. Proponents of this project did not wish to have this project delayed, but Carl Johnson, owner of hots in Blocks 1 and 2 of Bay Ridge Addition felt storm sewer ~ could not be put off. The following spoke in favor of the project but said they would be opposed to the sidewalks: W. R~ Koenig, Lot 2, Block 2, Halstead Acres Gene Lamarre, 6319 Bay Ridge Road (also spoke for Jacksons) Richard Schwert, 6232 Bay Ridge Road (also spoke for Wilsons) Roger Donne, 2907 Halstead Lane They did not wish to cause a hardship to neighbors to the west and would like a hearing on storm sewer for the enlarged area. Leon Greenslit, 6248 Bay Ridge Road, opposed the project on grounds taxes and assessments are getting too high. RESOLUTION ORDERING PREPARATION OF REPORT (Project 69-22 Bay Ridge- Halstead Lane Storm Sewer) 4. ASPEN ROAD (Project 68-20) Engineer Mills presented the preliminary plans to improve Aspen Road by grading, gravel base, bituminous surfacing and concrete curb and gutter. The following were heard: Frank Wagner, Lot 24, Brookton - water from the west runs over his property, could this be taken care of? Jeff Kakach, 2008 Clover Circle was concerned on how he would be assessed as he fronts on Aspen Lane, Clover Circle and Willow Lane with his driveway on Willow Lane. Kenneth Plant, 6020 Aspen Road would like to see the cul-de-sac without curb. Donald Ulrick, 6029 Aspen Road. Mrs. D. G. Guerdan, 6015 Aspen Road, would like to see the cul-de-sac left as is. The decision between the citizens concerned was to leave the cul-de-sac with electric light pole and flower garden, and Lot 31 be charged for 40 feet, the others being charged by lot. Peterson moved and Schmidt seconded the motion. RESOLUTION NO. 69-48 RESOLUTION ORDERING IMPROVEMENTS AND PREPARATION OF PLANS (Project 68~20, Aspen Road) Roll Call Vote Andreasen Aye Schmidt Aye Peterson Aye Swenson Aye Fenstad Aye So resolved. Note: Special consideration at the time of assessing is to be given the owner of Lot 31 because Lot 31 borders three streets. NUTRIENT REMOVAL - Sewer Plant Peterson moved, Swenson seconded to buy six 55-gallon barrels of liquid alum at a cost of approximately $280 and make a short trial run to see if this would produce the desired removal of phosphorus from the Mound Sewage. One mid-block light on Bartlett Boulevard between Highland Boulevard and Grove Lane. One mid-block light on County Road #125 in the vicinity of Lot 80, Phelps Island Park First Division. One at the corner of Marlboro Lane and Brunswick Road. EXTENDING ORNAMENTAL LIGHTS ON SHORELINE BOULEVARD (Project 69-23) James Regan of Northern States Power presented preliminary plans for the ex- tension of ornamental street lights from ~Belmont Lane to Fairview Lane on Shoreline Boulevard in conjunction with the County Highway Department road project. VACANT HOUSE Donna Lugauer asked the Council if they could have the windows on a house across the street from her boarded up so that children or others would not go into the house and fall through the floor and get hurt. Mr. Kopp reported this house had had a fire, but it has been impossible to locate the owner, Ralph Johnson. The Midwest Federal Savings & Loan had an interest in the house and had supposedly given Mr. Johnson a deed which has not been filed. The Council instructed the Village Manager to have the Building Inspector board up all the windows and doors of this building using Village funds. Swenson moved, Andreasen seconded, and it was unanimously carried to adjourn to March 25, 1969.
