Ray Koehn, chairman of the Mound Hosting Authority presented the outlined the
project and asked for the rezoning.
Russell Peterson, William Nelson, Charles Hartman aad John ~;idem asked some
questions. Councilman Swenson reminded Mr Koehn that the fire dept had no
equipment to fight fines in more than a three story building.

The Village Council of the Village of Mound do ordain:
1. That Chapter 23.05, Subd. C of the Mound Code of
Ordinances be and hereby is amended by reducing the Residential
Use District B, by removing lherefrom the following described
tract, and that Section 23.06, Subd. B, Multiple Dwelling Use
District, is amended to expand said use district by adding
thereto the following described tract:
Lots 23, 24, 25, 26, Block 1, Lots 22 & 23, Block 2,
and that part of Lois 24, 25 & 26, Block 2, lying
North of the street as opened, and Lots 4, 5, 6, 7, 8

AN ORDINANCE AMENDING SECTION 23.011, SUBDIVISION (d)
OF THE ZONING CODE TO PERMIT OFF STREET PARKING AS
A USE BY SPECIAL PERMIT IN RESIDENTIAL DISTRICT
AND ESTABLISHING STANDARDS
The Village Council of the Village of Mound do ordain:
Section 23.011, Subdivision d is amended to add subsection l0 which
shall read as follows:
10. Off Street Parking. As a transitional use to act as a buffer
between Residential property and property in a different use
district, off street parking may be permitted upon securing a
Special Use Permit from the Council after a public hearing
receipt of the recommendation of the Planning Commission. ~id
public hearing shall be preceded by l0 days written notice
mailed to all property owners within 200 feet of any lot line
of the property to be used for off street parking. The Appli-
cation for a Special Permit shall contain the following infor-
mation:
a. A scale drawing of the property proposed for said use,
showing:
1. the dimensions of the premises,
2. any structures located within or without 50 feet of
the boundary line of land under consideration,
5- a detailed plan with parking spaces shown in accordance
with all of the standards established by Section 23.30,
subd. (i) of this code.
b. A landscape and si~e plan, which may be a part of She scala
drawing required in the preceding subsection. Said plan
shall show:
1. adequate means of access to a public alley or street,
2. lighting of said parking area which shall be accomp!iohe~
in such a way as to have no direct source of l~ght vig_ o~e
£r0m a public right-0£-way or adjacent land in r~siden~l
~se ~
~. a si~-£oo~ close~ fence of adequate des±~'~, to be ere~e~
along all residential property lines but not in the £ron~

c. Any special use permit shall be conditional to require the
owner of said premises to maintain said area in a neatoanG
clean manner and in ~accordance with the standards establiz~eG
in preceding Sections a and b.
d. Off street parking in a Residential District sha~i not
allowed if said use will be detrimental to the public
welfare er injurious to other property in the neighbor-
heed er if said use will have an adverse effect upon
traffic or traffic safety.

The Canvasing Board for the March 31, 1970 Election is set for March 31, 1970,
~t 9:30 P.M. at the Mound Village Office.
The Village Couo~il will meet with the Musemum Committee at 8:00 P.M. on March 31,
1970 at the Mound Village Office.
Licenses for contractors on private sewer installations .
The Council was polled on continuing to allow contractors to send in letters and
authorize certain agents to operate under his license. The vote was: Peterson
and Swenson, Nay a~d ~ndreasen, ~chmi.Jt and Fenstad Aye.
Andreasen moved and Peterson seconded a motion to adjo~rn uptil the meeting of
March 2h, 1970 at 7:30 P.M. at the Island Park Hail. The vote was unanimously
in favor so carried and adjourned.
