1972-09-12117 MINUTES OF T~E ¥ILIAGE COUNCIL MEETING OF SEET~ 12, 1972 Shirley Hills School - 8:00 P.M. John Andreasen, Acting M~yor, called the meeting to order. The Clerk called the roll. Present were: Councilmen Eldo Schmidt, Donald Ulrick and Gordon Swenson, Acting M~yor John Andreasen. Also present were Village Manager Leonard Kopp, Attorney Curtis Pearson and Engineer Keith Englesby. Mayor Kotula was absent. MINUTES Ulrick moved, Swenson seconded, and it was unanimously carried to delay approval of the minutes of the August 22 meeting to the next meeting. HEARINGS 1. Westwood 3rd Addition. Will Johnson, the developer of Westwood 1st, 2nd and 3rd Additions, was present. The Planning Commission had recommended concrete curb and gutter. Mr. Johnson explained he would rather put in blacktop as it is difficult to determine where the driveways will be, and much of the concrete would have to removed and replaced, thereby making the cost of the lots higher. Ulrick moved and Swenson seconded a motion. RESOLUTION NO. 72-221 Roll Call Vote: Schmidt Nay Ulrick Aye Swe ~ on Aye Andreasen Aye So carried. RESOLUTION ACCEPTING WESTWOOD 3RD ADDITION WITH BLACK~0P CURB AND GUTTER 2. Vacation of Portion of Unnamed Street Paul Parren, the proponent, was present, as was also Mrs. Rigdon of 5850 Sunset Road who questioned whether the whole street would be vacated. Attorney Pearson declared the publication and mailing to be sufficient and met!~le~l requirements, and that it was only vacation of a part of the street. Hrs. Rigdon was satisfied and had no objections. Swenson moved and Schmidt seconded a motion RESOLUTION NO. 72-222 Passed unanimously. RESOLUTION VACATING A PORTION OF UNNAMED STREET ADJOINING LOT 1, MOUND SHORES _~ PLANNING COMMISSION RECOMMENDATIONS Item 8 - Division of Lots in Block 6 of Pembroke Ulrick moved and Swenson seconded a motion RES~LUTION NO. 72J223 Passed unanimously. RESOLUTION WAIVING REQUIREMENTS OF CHAPTER 22 OF THE VILLAGE CODE REGARDING THE DIVISION OF PROPERTY (Lots 24-29 & 38-40, Blk 6, Pembroke) Item 2 - Lot size variance - Lot 18, Blk 7, Shadywood Point Action delayed to next meeting after Attorney has given opinion. Item 3 - Lot size variance - Lot 24, Block 3, Lakeside Park O~ner has not appealed. Items 5 & 6 - Front Yard Variances - Part Block 40, Wychwood. RESOLUTION ORDERING PREPARATION OF REPORT ON IMPROVEMENT HARLIN AND BURKE SEWER CONNECTIONS Miss Bonham, counsel fo= Miss Frances E~rlin and M~. and Mrs. Joe Burke, reported that Miss Harlin has mmde arrangements to have the sewer connected provided if it is found that her sewer connection is lower than the main that the Village will furnish her with a lift pump as has been done in other instances, and fuzther that the Village do what it can to alleviate the storm drainage problem created by the County. The Council asked that the contractor work under the supervision of the Village Engineer. Miss Bonham also reported that the Joe Burkes will connect to sewer at this time. YOUTH CENTER AND T~ CLINIC Andreasen moved, Ulrick seconded, and it was unanimously carried to defer action on the Youth Center and the Teen Clinic to September 26. REAL ESTATE ASSESSMENT The Acting Mmyor pointed out that there would be a big saving of money if we entered into a contract with the County to do our assessing for 1975 instead of the West HennepinAssessment District as has. been thought of. The cost would be $9,100 as compared to $25,000. This is an annual contact and will be exmmined again next year. Schmidt moved and Swenson seconded a motion RESOLUTION NO. 72-225 Pmssedunanimously. RESOLUTION AUTHORIZING THE NAYOR AND MANAGER TO ENTER INT0 AN AGREEMENT WITH THE COUNTY OF HENNEPIN FOR THE ASSESSMENT OF PROPERTY LOCATED WITHIN TEE VILIAGE FOR 1973. BINGO AT VFW Virginia Pulrang of the VF~Women's Auxiliary explained they plan to have Bingo on Sundays from 7:00 p.m. to lO:15 p.m. There was no action taken. HUMAN RIGHTS COMMITTEE APPOINTMENTS Action was deferred to September 26. CITIZEN~ S COMPLAINT Mrs. Deloris Steen who has a lot in the western part of Mound compZmined of her neighbor having an unsightlyymrd, trespassing on her property, not completing the building for which he had been given a permit a long time ago, and causing storm water to run over her lot. The matter was referred to the Building Inspector and the Police Department. NON-CONSERVATION LIST 646-C Schmidt moved and Swenson seconded a motion. RESOLUTION NO. 72-226 Passed unanimously. RESOLUTION GRANTING A BEER LICENSE TO THE CATHOLIC PARENTS ASSOCIATION FOR SATURI~Y EVENING, SEPTEMBER 16, 1972. METROPOLITAN SEWER The Metropolitan Sewer hms asked for permission to work on Westedge Boulevard on their route to Highway #7. The Council felt they should be granted per- mission provided they keep the road passable and they provide ingress and egress for the people living along Westedge Boulevard, and return the road to its present condition.
