1972-10-24MINUTES OF THE COUNCIL MEETING OF OCTOBER 2~ 1972 at 8 P.M. at the Westonka Hennepin County Library, Mound, Minnesota. Present were: Mayor John D. Kotula, Councilmen Eldo Schmidt, John Andreasen, Donald Ulrick and Gordon Swenson; Village Manager Leonard Yopp~ AttorneyDenniS.O'Brien and Engineer Keith Englesby. MINUTES Swenson moved and Andreasen seconded a motion to table the minutes of October 10, 1972. The vote was unanimously in favor, so carried. PLANNING COMMISSION RECOMMENDATIONS Townhouses - Beachside Developers Appealing the denial of the Planning Commission. The council referred this matter back to the planning commission to check our ordinance requirements with those of other municipalities. A Special Use Permit is required to build any type of town- house - no action possible at this time. HARDSHIP CLAUSE - Section 23.3~ Subdivision 2 of the Mound Code of Ordinances Schmidt moved and Swenson seconded a motion RESOLUTION 72-273 RESOLUTION DIJ~CTING THE ATTORNEY TO DRAFT AN ORDINANCE REVISING SECTION 23.3h, SUBDIVISION 2 OF THE MOUND CODE OF ORDINANCES (To be on agenda of Nov. 28, 1972) Passed unanimously TAX FORFEIT LAND Schmidt moved and Andressen seconded a motion RESOLUTION 72-27h Passed unanimously RESOLUTION WAIVING REQUIREMENTS OF CHAPTER 22 OF THE VILLAGE CODE RF~ARDING THE DIVISION OF PROPERTY (Lots 1, 2 and 23, Block 7, Shadywood Point- Tax Forfeit Lots) Note: Jerry Longpre presented the Mayor with king size tee white and blue tie - that carried the slogan - "Get Out the Vote" as a gesture to encourage citizens to get out and vote on November 7th. WATER AND SEWER BILL APPEAL Andreasen moved and Schmidt seconded a motion RESOLUTION 72-275 RESOLUTION DENYING REMOVAL OF WATER AND SEWER DELINQUENT CHARGES ON PLAT 61810, PARCEL 5h00. Passed unanimously LYNWOOD BLVD STORM SEWER PROPOSAL Keith Englesby presented the proposed project and bids on the project Andreasen moved and Schmidt seconded a motion RESOLUTION 72-276 Passed unanimously RESOLUTION ACCEPTING BID OF WIDMER BROS TO INSTALL STORM SEWER ON LYNW~D BO~LElfARD (Lot 21, Koehler's Addition West 125 Feet) REQUEST FOR STREET LIGHT Swenson moved and Ulrick seconded a motion RF, SOLUTION 72-277 Passed unanimously i~i RESOLUTION ORDERING INSTALLATION OF STREET LIGHT ON BELLAIRE LANE BETWEEN THE TWO LIBRARY DRIVEWAYS. PARKING ON HIGHLANDS BLVI] Andreasen moved and Schmidt seconded a motion RESOLUTION 72-278 Passed unanimously RESOLUTION DIRECTING ATTORNEY TO DRAFT AN ORDINANCE REMOVING PARKING FROM BOTH SIDES OF HIGHLAND BOULEVARD FROM BARTLETT BOULEVARD TO IDLEWOOD ROAD HIGHLANDS AND BARTLETT BLVD RIGHT-OF-WAY Andreasen moved and Schmidt seconded a motion RESOLUTION 72-279 Passed unanimously RESOLUTION AUTHORIZING THE MAYOR AND THE MANAGER TO NEGOTIATE FOR RIGHT-OF-WAY AT HIGHLAND AND BARTLETT BOULEVARDS (County Road 110) LOST LAKE PROJECT - the Mayor asked for this ~matter to be tabled until the next committee session AGREEMENT WITH ARCHITECT FOR NEIfVII~AGE HALL Andreasen moved Schmidt seconded a motion RESOLUTION 72-280 Passed unanimously RESOLUTION AUTHORIZING THE MAYOR AND TI4E MANAGER TO ENTER INTO AGREEMENT WITH ARCHITECT TO DESIGN FOR THE OC~STRUOTION A NEW VILLAGE HALL COMMENTS FROM CITIZENS PRESENT: Ray Pierce ask about use the council plans for the ¥111age of Mound share of the Revenue Sharing - answer do not know what they can do with it as yet. Jeanette Gellman ask about the proposed location of the proposed new village hall - answer west of fire station Robert Shanley ask for $7.~0 per council meeting for the Police Reserve - answer go through the Police Chief for the recommendation to the manager and the council. METRO SEWER CONNECTION CHARGE - 1973 - discussed FRIDAY NIGHT OFFICE OPEN UNTIL TO 8 P.M. Ulrick moved and Andreasen seconded s motion RESOLUTION 72-281 Passed unanimously. ~OLUTION DIRECTING THAT THE VILLAGE OFFICE DISCONTINUE BEING OPEN ON FRIDAY EVENING UNTIL 8:00 P.M. (at the end o£ day-light saving time) Attorney opinion: Vacation o£ Lon§£ord about impossible due to multiple owners involved and nature of the area Election Canvsssin§ Board set for Nov. 8, 1972 at 8 P.M. at the Westonka Hennepin County Library. 122 Andreasen moved and Swenson seconded a motion to adjourn until the meeting of Nov. 8, 1972 at 8 P.M. at the'Mound Village Offices.
