1972-11-14M_Ii~JT~ OF THE COUNCIL MEETING OF NOVEMBER ih, 1972 at 8 P.M. at the WESTONKA HENNEPIN COUNTY LIBRARY - Mound, Minnesota Present were: Mayor John D. Kotula, Councilmen John Andreasen, Donald Ulrick and Gordon Swenson (Eldo Schmidt was absent); Attorney Curtis Pearson, Engineer Keith En§lesby and Village Manager Leonard Kopp. MINUTES The minutes of the October 24, 1972 meeting were presented. Swenson moved and Ulrick seconded a motion to accept the minutes of the October 24, 1972 meeting as presented. The vote was unanimously in favor, so carried. The minutes of the October 10, 1972 meeting were presented. Andreasen moved and Swenson seconded a motion to accept the minutes of the October 10, 1972 meeting ss presented. The vote was unanimously in favor so carried. The minutes of the November 8, 1972 meeting and Canvassing Board were presented. Swenson moved and Andreasen seconded a motion to accept the minutes of November 8, 1972 meetings as presented. The vote was unanimously in favor, so carried. HEARING ON SUBDIVISION OF BLOCK THREE, MINNESOTA BAPTIST ASSEYJ~LY Engineer Englesby ~outlined the proposed subdivision. The mayor recommended that a storm drainage program be ~ded to the stipulations of the subdivision. Citizens heard were: Richard Schultze who stated that roads in this area were too narrow for the existing traffic, and felt that ten additional houses would further the problem. Del Erickson said some parking was needed for guests as this would create a problem if not prov ded for in advance. Earl Blocker about the size of the comtemplated lots Mr Mzsser was concerned sbout guest parking Mrs Del Erickson wanted to know if plans were underway to widen the streets around this proposed subdivision Mrs Reinhart complained about unit on Highland Blvd which rented out eight units. Mrs Don Phillips asked about eight bachelors in a single family area. Mrs Jeanette Gellman asked if only eight sewer units had been charged to this property why were they now proposing ten units in this proposed subdivision Mrs Phillips stated that' some small boys had floated a boat in the water that stood on this land in August 1972 thus indicating a serious drainage problem. The mayor directed the engineer and the attorney to draft conditions for this proposed subdivision and establish street areas and storm sewer needs. Swenson moved and Ulrick seconded a motion RESOLUTION 72-283 RESOLUTION CONTINUING HEARING ON BLOCK 3, MINNESOTA BAPTIST ASSEMt~Y (Nov. 28, 1972) The vote was unanimously in favor so carried PARKING ON HIGHLAND BLVD Andressen moved and Swenson seconded the following Ordinance ORDINANCE NO 501 AN ORDINANCE AMENDING SECTION 46.29 SUBDIVISION 2, SUBSECTION 25 RELATING TO PARKING ON HIGHLAND BOULEVARD 146 The Village Council of the Village of Mound does ordain: Section 46.29, Subdivision 2, Subsection 25, is amended to read as follows: 25. Both sides of Highland Boulevard from Bartlett Boulevard (County Road 110) to Idlewood Road. This ordinance is effective upon its passage and publication. Roll Call Vote - passed unanimously PLANNING COMMISSION RECOMMENDATIONS Division of lots - Lots 3, 75 and 76 and part of B and adjacent private street in Phelps Island Park Andreasen moved and Swanson seconded the motion RESOLUTION 72-284 Passed unanimously RESOLUTION WAIVING REQUIREMENTS OF CHAPTER 22 OF THE VILLAGE CODE REGARDING THE DIVISION OF PROPERTY (Lots 3, 75, 76 and part of B, Phelps Island Park', 1st Division and Lot 4 in Phelps Island Park) Sign for Dr. Se§nar on Belmont Andreasen moved and Ulrick seconded a motion RESOLUTION 72-285 RESOLUTION GRANTING SIGN VARIANCE (At corner of Belmont & Shoreline) Passed unanimously DIVISION OF LOTS 3, 4, 24 and the south 10 feet of Lot 2 Block 3, Abraham Lincoln Addition of Lakeside Park Warren Anderson was present Andreasen moved and Swanson seconded a motion RESOLUTION 72-286 RESOLUTION WAIVING REQUIREMENTS OF CHAPTER 22 OF THE VILLAGE CODE REGARDING THE DIVISION OF PROPERTY (Lots 3, 4, 24 and south 10 feet of Lot 2, Block 3, Abrahm Lincoln Addition to Lakeside Park) Passed unanimously REAFFIRMING 1965 COUNCIL ACTION IN BIVISION OF LOTS IN SHADYWOOD POINT Swanson .moved and Andreasen seconded a motion RESOLUTION 72-287 Passed unanimously RESOLUTION WAIVING REQUIREMENTS OF CHAPTER 22 OF THE VILLAGE CODE REGARDING THE DIVISION OF PROPERTY (Lot 7 and part of lots 4 - 6, Block 5, Shadywood Point) PLANNING COMMISSION APPEAL Mr and Mrs Raymond were present and requested that the council change the denial of the Planning Commission for them to build on a substandard size lot ( lot 18, Block 7, Shadywood Point) The house had been removed after condemnation and no utilities were connected, also the lot adjoining was vacant; however they did not wish to purchase this lot and had a house in town and if allowed to build would put both houses up for sale and live in the one that did not sell. No action by the council to change the denial.
