1972-12-12MINUTES OF THE COUNCIL MEETING OF DECEMBER 12, 1972 at 8:00 P.M. at the SHIRLEY HILLS SCHOOL - Mound, Minnesota Present were: Mayor John D. Kotula, Councilmen Andreasen, Schmidt, Swenson, Attorney Pearson, Engineer Englesby and Village Manager Kopp. Councilman Ulrick came at 8:55. MINUTES The minutes of November 28, 1972 meeting were presented. Andreasen moved and Schmidt seconded a motion to accept the minutes of the November 28, 1972 meeting as presented. The vote was unanimously in favor, so carried. CONTINUED HEARING ON SUBDIVISION OF BLOCK 3, MINN. BAPTIST ASSEMBLY Several ownersof neighboring property were present. Mr. Moran, owner of property across the street, said until they know how many units they intend to put in and how they intend to take care of the water problem, there would be nothing they could talk about. The proponent for this subdivision was not present. JAYCEE SNOWMOBILE RACE Andreasen moved and Swenson seconded a motion RESOLUTION NO. 72-311 Passed unanimously ZUBERT CONSTRUCTION RESOLUTION GRANTING APPROVAL OF JAYCEES ANNUAL SNOWMOBILE RACE ON SPRING PARK BAY ON JANUARY 13, 1973 Zubert Construction was unable to send a representative to tonight's meeting. The Council directed the Administration to write to Zubert and have him tell when he wants to come back. He was told to try to get another. COMMENTS AND SUGGESTIONS BY CITIZENS PRESENT Mrs. Gellman wondered if Resolution No~ 72-310 should not have set a time limit on how long the sign could remain up selling lots in Langdon Landings. National Bank of Mpls Total to here 59,h65.h7 HOUSING CODE Mr. Spellman of the Planning Commission and Mr. Kopp attended the public hear- ing on Housing Chapter of Metropolitan Development Guide on Thursday, Decem- ber 7, 1972 in the State Office Building~in St. Paul. Mr. Kopp reported. The Council asked that copies be sent to the Council to be discussed at a committee meeting on January 16. UNDERGROUND CONDUIT The letter from the Minneapolis Gas Company with a proposed ordinance relative to excavating of streets was referred to the Planning Commission, Engineer and Attorney. BARTLETT & HIGHLAND BOULEVARDS STRUT RIGHT-OF-WAY Mr. Kopp reported an appraisal had been received in the amount of $16,520. The Council asked that this be brought to the next Council meeting. URBAN CORPS INTERNS Mr. Kopp reported that preliminary applications had been made for two interns under an Urban Corps Program. The Council directed the Administration to pro- ceed on it. REVENUE SHARING Mr. Kopp reported on the Entitlement Funds (Revenue Sharing) and was directed to bring a further report to the next committee meeting. WATER TURN OFFS FOR NON-PAYMENT Information Memo No. 72-185 regarding water turn offs for non-payment was dis- cussed. The Council was in agreement with the Attorney's Opinion as stated in his letter of December 7, 1972. 165 ESTABLISHMENT OF FIRE LANES Swenson moved and Schmidt seconded the following Ordinance ORDINANCE NO. 302 AN ORDINANCE ADDING SECTION 7.25 TO THE VILLAGE CODE - PROVIDING FOR THE ESTABLISH~ENT OF FIRE LANES ON PUBLIC AND PRIVATE PROPERTY The Village of Mound does ordain: Section 7.25 is hereby added to the Village Code and shall read as follows: Section 7.25. Establishment of Fire Lanes. Subd. 1. Orders Establishing. Fire Lanes. The Council upon report and recommendation of the Villaqe Manager and Fire Chief may order the establishment of fire lanes on public or private property as may be necessary in order that the travel of fire equipment may not be interfered with, and that access to fire hydrants or buildings may not be obstructed. Subd. 2. Signs and Marking of Fire Lanes. When a fire lane has been ordered to be established pursuant to this ordinance, asian bearina the words ':No Parking - Fire Lane" or a similar message shall be placed designating the restricted area. When the fire lane is on public property or a public riGht-of-way, the sign or sians shall be erected by the Village~ and when on private property, they shall be erected by the owner at his own expense within 30 days after he has been notified of the order. ~. Subd. 3o Parking or Otherwise Obstructing Prohibited. After a sign or signs have been duly erected, no person shall park a vehicle or otherwise occupy or obstruct the fire lane.
