1973-02-1317. M_]~UTES OF THE COUNCIL MEETING OF FEBRUARY 13, 1973 at 8 P.M. AT THE SHIRLEY HILLS SCHOOL, MOUNI], MI1VN~OTA Present were: Mayor John D. Kotula; Councilmen Donald Ulrick, Gordon Swenson, Orval Fenstad and John Andreasen; Attorney Curtis Pearson; Manager Leonard Kopp; Engineer Keith Englesby and Inspector Henry Truelsen. MINUTES The minutes of the January 23, 1973 meeting were presented. A discussion was held over Section 3 of Resolution 73-30 in regards to the parking of trucks. Andreasen .moved and Swenson seconded a .motion RESOLUTION 73-26 RESOLUTION AMENDING RESOLUTION NUMBER 73-30 BY ADDING TO PARAGRAPH NUMBER THREE: "EXCEPT FOR ONE TRUCK TO BE USED IN THE BUSINESS". Roll Call Vote Andreasen Aye Fenstsd Nay Ulrick Aye Swenson Aye Kotula Aye So resolved Councilman Fenstad stated he voted against the amendment because he felt it was wrong putting an industrial operation in the residential area. Andreasen .moved and Fenstad seconded a motion BE IT MOUED, by the Village Council of the Village of Mound that the minutes of the January 23, 1973 meeting be accepted as amended. The vote was unanimously in favor, so accepted. PLANNIN~ COMMISSION RECOMMENDATIONS LOT SIZE VARIANCE Lot 23, Block 12 Highlands Mr Tusler was present Ulrick moved and Fenstad seconded a .motion BE IT MOVED, by the Village Council of the Village of Mound that the rules be set aside to allow discussion of this matter before a motion has been .made and seconded. The vote was unanimously in favor In answer to questions from the council Mr. Tusler stated: He had owned the property since about 1923; and had about ten years ago torn down a summer cottage on the premise that he could rebuild on the property and that he was unable to acquire andy adjacent land to bring the lot up to standard size. SEMINARS ON URBAN PLANNING AT NORTH HENNEPIN STATE JUNIOR COLLEGE 18. Mayor Kotula and Councilmen Swenson, Fenstad and Andreasen asked to be registered in the Seminars to be conducted March 1~ 8 and 15; the registration fee is $10.00 each. ROAD MATERIALS Keith En§lesby presented his recommendations for Road Material vendor for 1973. After some discussion about what constitutes a low bid, Fenstad moved and Ulrick seconded a motion RESOLUTION NO. 73-h8 RESOLUTION RECEIVING AND ACCEPTING BIDS ON ROAD MATERIALS (Sand, Gravel, Binder Rock~ Sealing Rock, Oil and Bituminous Mix) Passed unanimously by roll call vote LIQUOR STORE REMODELING Nels Schernau explained the proposed remodeling and recommended the bid of Display Fixture. LOST LAKE PROJECT Andreasen moved and Swenson seconded a motion RLSOLUTION 73-55 RESOLUTION AUTHORIZING AND DIRECTING AN OFFER OF UP TO 50~o OF THE COST OF A FEASIBILITY REPORT ON THE PROPOSED LOST LAKE PROJECT TO THE WATER SHED DISTRICT The vote was unanimously in favor. POLICE CONTRACT FOR PRIVATE EVENTS Swenson moved and Ulrick seconded a motion RESOLUTION 73-56 RESOLUTION ESTABLISHING CHARGES FOR POLICE SERVICE AT PRIVATE EVENTS The vote was unanimously in favor. JOINT SEYER LINE WITH MINNETRISTA After a short discussion Andreasen moved and Ulrick seconded a motion BE IT MOVED, by the Village Council of the Village of Mound that the matter of a joint Sewer Line with Minnetrista be tabled until the next committee session on February 20, 1973 at 8 P.M. at the Village Office. The vote was unanimously in favor.
