Present were: Mayor John D. Kotula, Councilmen John Andreasen, Gordon Swanson, Orval
Fenstad, and Donald Ulrick; Village Manager Leonard Kopp, Engineer Keith Englesby,
and Attorney Curtis Bearson.
MINUTES OF MARCH 13, 1973 MEETING
The Minutes of the March 13, 1973 .meeting were presented for consideration. Swanson
.moved and Andreasen seconded a motion to accept the .minutes of the March 13, 1973
meeting as presented. The vote was unanimously in favor, so carried.
ON SALE 3.2 BEER LICENSE AND OFF SALE BEER LICENSE -SURFSIDE
Joel Essig appeared before the council in support of his request for On and Off Sale
Beer licenses. The Mayor asked for public comment on the proposed licenses, no one
responded.
Andreasen moved and Swanson seconded a motion
RESOLUTION 73-8g RESOLUTION GRANTING ON SALE AND OFF SALE BEER LICENSES TO
SURFSIDE, INC. (Joel Essig, President)
The roll call vote was unanimously in favor.

The request for a mid-black light on Shorewood Lane was discussed.

DOCK ORDINANCE AMENDMENTS
Andreasen moved and Fenstad seconded a motion
BE IT MOVE~, by the Village Council of the Village of Mound that the matter of Dock
Ordinance amendments be tabled.
The vote was unanimously in favor.
METRO RATE AUTHORITY
The Manager recommends that the Village of Mound join this authority.
Andreasen moved and Swanson seconded a motion
BE IT MOVED~ by the Village Council of the Village of Mound that the matter of
joining the Rate Authority be tabled until the meeting of April 10, 1973.
The vote was unanimously in favor.
UN,SHED CHECKS
The attorney reported that he hsd contacted the attorneys involved and they had
promised an answer by the end of February but none was forthcoming and due to the
date of the checks, May 1~, 1969 they would probably have to be re-issued before
any bank would honor them.
Andreasen .moved and Ulrick seconded a .motion
RESOLUTION 73-86
RESOLUTION AUTHORIZING OUTSTANDING CHECKS TO BE CANCELLED
AND THE FUNDS ENTERED AS RECEIPTS
The vote was unanimously in favor
COMMENTS AND SUGGESTIONS FROM CITIZENS PRESENT
dohn Blackowiak spoke about the problems he was having with the pool hall in the

basement of his Bskery, the smoke that drifted into his storeroom and was contaminating
his paper and shortening supplies. He also stated he had complaints from his
customers about the glass on the parking lot.
The Building Inspector reported that there was no ventilation and only one exit for the
pool hall.
Fenstad moved and Ulrick seconded a motion
BE IT MOVED, by the Village Council of the Village of Mound that the matter of the
pool hall be tabled until later in the meeting when the attorney would have
a resolution drawn up for the consideration of the council.
The vote was unanimously in favor.
COUNTY ROAD 10 AND HIGHLAND BLVD
The engineer presented plans and outlined the proposed project under MSA Fundihg.
Fenstad moved and Ulrick seconded a motion
RESOLUTION 73-87
RESOLUTION APPROVING THE HENNEPIN COUNTY HIGHWAY DEPARTMENT
PLANS FOR C.2.A.H. ~110 AT HIGHLAND BOULEVARD AND AUTHORIZING
THE USE OF MSA FUNDS FOR STORM SEWER, BITUMINOUS CURB AND
BI~NOUS SIDEWALK TO PAY FOR THE VILLAGE OF MOUND'S PORTION
OF THE PROJECT
The vote was unanimously in favor
APPRAISAL OF MOUND VILLAGE OFFICE BUILDING
Andreasen moved and Swenson seconded a motion

RESOLUTION 73-89 RESOLUTION OF SUSPENSION OF BILLARD AND POOL HALL LICENSE
The roll call vote was unanimously in favor
Note: The Village Manager was directed to see that the resolution was complied with.
BILLS
The following list o£ bills were presented for consideration plus a refund of a
building per.mit from Inspector Fund to Mork Construction for $31.80. Swenson
moved and Fenstad seconded a motion to pay the following bills plus the refund
of $31.80 where funds are available.
The roll call vote was unanimously in favor.

BASKETBALL TEAM
The roll call vote was unanimously in favor.
The condition of the I.P. Hall was duscussed along with the offer of the Jaycees
to provide labor to upgrade it.
Andreasen .moved and Swenson seconded a .motion to adjourn until the meting of April
10, 1973 at 8 P.M. at the Shirley Hills School. The vote was unanimously in favor.
