1973-04-17~0 M/1V/TES OF THE SPECIAL HEARIi~G APRIL 17, 1973 at 8 P~M. at the MOUND VILLAGE OFFICE, MOUND, MINNESOTA Present at roll were: Acting Mayor John Andreasen, Councilmen Donald Ulrick, Gordon Swenson and Orval Fenstad; Engineer Keith Englesby, and Village Manager Leonard Kopp. BUR~ER SHOPPE HEARING The mans§er outlined the proposed Burger Shoppe installation. Site on the Pi§91y Wig§ly lot 40 feet south of the bakery Buildin9 - 12 x 8 with a 4 foot overhang Parking Spsces- the building will take 3 parking spaces and there is no way these parking spaces can be replaced Bob Casey- Why so close to Commerce Blvd.?' Francis Broich - Site will help get the traffic flow regulated into ~n in and out pattern not now accomplished; and the property belon§s[bot~es~b~ . Jerry Longpre - What is the Burger Shoppe? Francis Broich - (passed around picture brochure) Service is a walk up and drive up operation - not,mmuhhromm'in~id¢ only f~a~tsBd up.~Se~vice at counter. George Eu§ster - krho owns the property? Francis Broich - Piggly Wiggly store George Eugster - How many parkin§ spaces will be lost? Francis Broich - Three parking spaces. Willard Hillier - If there is no place inside to eat, will the customers eat in their ears and thus use more p~rkin§ spaces? Francis Broich - Much of the food is taken home and eaten there. Menu has many variations of Burgers, french fries, other sandwiches such as ham and cheese, .malts and Donald Ulrick - How many could stand inside? Francis Broich - Ten to twelve people. Tables could be set up outside in te.mperate weather if allowed. Donald Ulrick - Where are there similar shoppes? Francis Broich - Glencoe, Hutchinson, Jackson and Duluth, so.me under construction. Orval Fenstad - Is this a franchise operation? If so will they own the business and hire the employees? Francis Broich - Yes, ii is a franchise, they will build the building (its a pre-fab) and I will then purchase it and will own it and hire .my own help and control it. Orval Fenstad - Could thss building be placed on Lynwood Blvd.? Francis Broich - No John Andreasen - Would like to have Hennepin County look at traffic count and ~low. Last summer count was 7200 cars a day and it has increased since ~hat. Willard Hillier - Would like it fur~her back from the sidewalk than the proposed thirty feet. Francis Broich - This type of business needs traffic. Donald Ulrick - Feels the: location will hurt the store (Piggly Wig§ly) business as customers might have difficulty getting into the parking lot; the Burger Shoppe could be located on Lynwood Blvd. and if present plans f for upgrading Lynwood are completed, the location would be much b~ttcr and all the neighbors would be better satisfied. Village propertI mi§hr even be available for lease as outdoor pa%lo area. Note: The map was taped to the wall and an angle was suggested for the Burger Shoppe and with the Rondorf Building removed would be a .more attractive site. Willard Hillier - I would approve the Burger Shoppe in the new proposed site. George Eu§ster - I like the new location. Keith Englesby - Hennepin County will develope 110 or 1~ and a study is now underway to decide which, he will talk to the Henncpin County , engineers for a new traffic count and how plans are pro§ressin9.~ Donald Ulrick - The council has pledged to use MSA funds to purchase the Rondocf Building if the title defects are cleared and then to upgrade LynWood with 2~'.months of this date. Francis Broich said he would think over the proposed new site behind the bakery. The hearing was closed by the acting .mayor at 9:20 P.M. Crosswalks Welcome Signs Fenstad requested that the crosswalks between+the parking lot and the Hardware Store and the one ~the post office be painted nowi and not wait until the boys are hired this summer. Also two Welcome signs are down and need to be replaced - now. Fenstad moved and Ulrick seconded a motion to adjourn until the meeting of April 22, 1973 at 8 P.M. at the Shirley Hills School.
