1973-07-10100 MINUTES OF THE COUNCIL MEETING OF JULY 10, 1973 at the SHIRLEY HILLS SCHOOL, MOUND MINNESOTA Present were: Mayor John D. Kotula, Councilmen Orval Fenstad, John Andrease~, Donald Ulrick and Gordon Swenson; Village Manager Leonard Kopp, Attorney Curtis Pearson, Engineer Keith En§lesby and Architects Lorenzo Williams and Robert Copeland. MINUTES The minutes of the .meeting of June 26, 1973 were presented. Fenstad moved and Ulrick seconded a motion to accept the minutes of the June 26, 1973 meeting as presented. The vote was unanimously in favor so accepted. The minutes of the meeting of July 2, 1973 meeting were presented. Fenstad moved and Ulrick seconded a motion to accept the minutes of the July 2, 1973 meeting as presented. The.vote was unanimously in favor, so accepted. HEARING ON RIDGEWOOD ROAD PROJECT Engineer En§lesby outlined the block long project. Dick Hail, 3040 Dickens Lane spoke in favor of the project, stating that they must have relief from the dust problem created from the condition of the road. Swenson moved and Ulrick seconded a motion RESOLUTION 73-190 The vote was unanimously in favor RESOLUTION ORDERING IMPROVEMENTS AND PREPARATION OF PLANS - Ridgewood Road Street Improvement - Project 73 -41 MILLS ENGINEERING HIRED Engineer Englesby would be unable to proceed with the Rid§ewood Project until August because of an overload of duties; therefore it was suggested that an independent firm be hired for this project before the weather prevented completion this year. Swenson moved and Ulrick seconded a motion RESOLUTION 73-191 RESOLUTION DESI(}NATING M/LLS ENGINEERING ~O DRAW THE-i~LANS FOR'THE.;RtI~EWOOD PROJECT The vote was Fenstad opposed and all others in favor. PLANNING COMMISSION RECOMMENDATIONS Bette Chapman Lot 12, Block 33, Wychwood Appeal on side yard variance denied by Planning Commission Ms Chapman and Mr Klein appeared before the council with Mr Klein as spokesmsh. McKennan opposed the three foot variance. Swenson moved and Andreasen seconded a motion RESOLUTION 73-192 RESOLUTION ~O~DF~N¥iT~LR$R~U~,~FOR~,A,~,.~E YARD VARIANCE OF THREE FEET. The vote was unanimously in favor of denial of the appeal Bette Chapman Lot 12, Block 33, Wychwood Ulrick moved and Swenson seconded a motion RESOLUTION 72-193 RESCLUTION GRANTING A THREE FOOT VARIANCE ON THE PROPOSED DRIVEWAY TO EXIT ON MANCHESTER LANEAND CONDITIONED UPON PROPER DRAINAGE INSTALLATION. Johnson Parts of Lots 8~ & 86, Mound Shores Side yard variance requested Mr Johnson was present Fenstad moved and Ulrick seconded a motion BE IT MOVED, by the Village Council of the Village of Mound that the matter of a side yard variance for~the Purpose of construction a~ utility shed be tabled and sent back to the Planning Commission for consideration. PARK COMMISSION RECOMMENDATIONS Mr and Mrs James Zulkhe, ~80[ Island View Drive appeared before the council to appeal a ruling of the Perk Commission to remove the wall he had erected on the public commons.
