HILLS SCHOOL, MOUND, MINNESOTA
PRESENT AT ROLL CALL WERE: Acting Mayor John Andreasen, Councilman Donald Ulrick,
Orval Fenstad and Gordon Swanson, Engineer Englesby, Attorney Curtis Pearson
Acting Village Manager Barbara Heyman and Building Inspector Henry Truelsen.
The Mayor arrived later in the meeting.
MINUTES
The minutes of September ll, 1973 meeting were presented for consideration.
Fenstad moved and Swenson seconded a motion to accept the minutes of September
ll, 1973 meeting as presented. The vote was unanimously in favor.
The minutes of the special meeting of September 18, 1973 were presented for
consideration. Ulrick moved and Fenstad seconded a motion to accept the minutes
of the September 18, 1973 meeting as presented. The vote was unanimously in
favor.
EEARING ON CBD 1973 MAINTENANCE
Engineer Engleeby outlined the project. Swanson moved and Fenstad seconded.

SECURITY LIGHT
The Youth Commission has suggested a night light near the school tennis court
on Alder Road.
Fenstad moved and Swenson seconded a motion

LIGHT ON ALDER ROAD
Passed.unanimously.
POLICE RIDE-ALONG PROGRAM
The Youth Commission has recommended that a Police Ride-along Program be estab-
lished. A proposed policy and application form have been reviewed by the Council
but Frank Philbrookwas present and requested that the guide lines be sent to
the Youth Commission for reviewal before arAy action be taken on it.
Yenstad moved and Swenson seconded to defer action to October 23, 1973. Passed
unanimously.
BLACKTOP CURB & BLACKTOP STREET - Beachwood
A petition has been received from the residents along Beachwood Road from
Rosewood to Westedge for blacktop street and blacktop curb.
Ulrick moved and Fenstad seconded a motion .

SIREN - Reconsideration of Location
At the September 11 meeting the Council decided that the new siren should be
located at the Fire Station. It has been suggested that it may be worth con-
sidering placing the new siren on the existing tower and moving the present
siren to Island Park.

COMMENTS AND SUGGESTIONS BY CITIZENS PRESENT
Frank Philbrook reported he would have the Curfew Report from the Youth Commission
read~ for the next meeting. He liked Councilman And_reasen's recommendation that
it be presented to the school also.
David Harrison expressed the thanks of the Shirley Hills residents for recon-
sidering the placing of the mire.
Jeanette Gelman questioned if 14-year olds would be covered by insurance in the
Police Ride-AlongProg~am. The mayor answered they were.
