1973-11-20168 MINUTES OF THE COUNCIL MEETING OF NOVEMBER 20, 1973 AT THE MOUND VILLAGE OFFICES MOUND, MINNESOTA Present at roll call were: Mayor John D. Kotula, Councilmen Gordon Swenson, Donald Ulrick, John Andreasen and Orval Fenstad; Councilman-Elect Frank A. Philbrook; Village Manager Leonard Kopp, Architect James O'Brien, Chief of Police Patrick S. Wilson, Juvenile Officer Douglas Cressy and Helene Borg, representative of the West Hennepin Human Services Planning Board. WEST HE~NEPIN HUMAN SERVICES REPORT Helene Borg reported on the newly organized West Hennepin Human Services that she and Charles Peterson are representatives to from Mound. They have hired a full time director, Florence Gray and are making a survey of needs and services avail- able in the area. Mayor Kotula mentioned a pastor in Rockford who held church services regularly for the deaf. Councilman Andreasen said he had inquiries about needed services for the deaf and hard of hearing. Ulrick moved and Fenstad seconded a motion RESOLUTION 73-355 RESOLUTION AUTHORIZING CHANGE ORDER FOR A 1,000 GALLON TANK FOR GASOLINE INSTALLEI] BY MINNETONKA PLUMBING FOR $1,027.20 and A CHANGE ORDER FOR DREWS ELEb~rRIC FOR THE INSTAIIA TION OF FLOOR OUTLETS $26~.00, IN THE NEW VILLAGE OFFICES ~ONTRACTS. The vote was unanimously in favor ENCLC~URES IN VIL!_AGE MANAGERS AN/] POLICE The architect received bids for the Managers Office for $2,930.00 and the plex- Glass for the Police Department for $122.O0; he felt these prices were high and asked for the right to negotiate. No action was taken. YOUTH COMMISSION CURFE~ORDINANCE _ Frank A. Give about l~O warnings a month, only three arrested. Curfew is a club to use on kids who are goofing off. Changes are as recommended by the Youth Commission Law is not a tool to keep society bound, could be a method. If present ordinance is adequate why change? What changes do you want? Youth Commission asked to review ordinance and make recommendations. Youth today want more lee-way today than they deserve. Kotula Cressy Wilson Philbrook 1:30 too late for over 15 and 11:00 too late for under 15. Curfew is for minorities, no problems with present ordinance. 150 warnings show ordinance is workin9 The new ordinance would mean more police and would create problems for the Police department Curfew is for the safety of the young people, loitering should be a separate ordinance. Crimes should be punished as crimes not as violations of the curfew ordinance. 10 P.M. curfew is absurd. Kotula ended the discussion at this point that no progress is being made. 169 BUS STOP The Manger said that Metro would purchase bus shelter and land if the village would write off assessments. Metro plans to put up one of the new type plex-glass sh~ lters on this site. The Manager recommended cooperation with Metro. SERVICE CLUB SIGN Most of the organizations wish to hang their sign from the 'Welcome to Mound' sign posts at the various villa§e limits if there was no objections from the council. No objections were expressed. BEACHSIDE DEVELOPERS - discussed, will be on November 27th agenda.
