Swenson moved and Fenstad seconded a motion RESOLUTION 73-369 RESOLUTION ELECTING THAT MOUk~ BECOME "CITY OF MUJND" (January l, 197~) The vote was unanimously in favor COMMENTS AN]] SUGGESTIONS BY CITIZENS PRESENT Marge Gallagher related an incident about her dog being attack by two stray dogs whi%e tied on their property. She stated that the dog ordinance in Mound was not enforced and felt that if we adopted an ordinance similar to Excelsior's with a sliding scale for dog violations it would help. She also felt that five dollars for dog violations was too small to be effective. Ron .Adams related an incident where the police shot a dog they were unable to catch. Jan Forsman wanted to know if this dog problam will b~ tossed aside as usual. Councilman Andreasen stated that all dogs should be fenced or leashed. The staff was directed to give this problem their immediate attention~ and investigate the feasibility of revising the ordinance. Mrs. Gellman reported that Mound was not on the face of the Minnesota Highway Map. She also wanted to find out if turn arounds could be required on village roads~ to prevent backing out onto village roads. Henry Truelsen answered that the ordinance does not require it so property owners could not be forced to install turn-arounds under ordinany conditions but when variances are requested and the need is shown it could be conditioned on the granting of a variance. PARK COORDINATOR, Claude Black Jr. submitted his letter of resignation to the council effective January 4, 1974.
