2003-12-01MOUND CITY COUNCIL MINUTES DECEMBER 1, 2003 The City Council of the City of Mound, Hennepin County, Minnesota, met in special session on Monday, December 1,2003, at 6:55 p.m. in the council chambers of city hall. Members Present: Mayor Pat Meisel; Councilmembers Bob Brown, Mark Hanus, David Osmek and Peter Meyer. Others Present: City Manager Kandis Hanson, City Clerk Bonnie Ritter, Finance Director Gino Businaro. 1. OPEN MEETING Mayor Meisel called the meeting to order at 6:55 p.m. 2. ACTION ON SUMMARY PUBLICATION OF ADULT ESTABLISHMENT ORDINANCE Two members of the Council were absent at the November 25th meeting where the adult establishment ordinance was passed. This is a lengthy ordinance and to approve publication by summary a 4/5 vote is required. MOTION by Brown, seconded by Osmek, to adopt the following resolution. All voted in favor. Motion carried. RESOLUTION NO. 03-109: RESOLUTION APPROVING SUMMARY PUBLICATION OF ORDINANCE NO. 11-2003. 3. ADJOURN MOTION by Osmek, seconded by Hanus to adjourn at 6:58 p.m. All voted in favor. Motion carried. Members Present: Mayor Pat Meisel; Councilmembers Bob Brown, Mark Hanus, David Osmek and Peter Meyer. Others Present: City Manager Kandis Hanson, City Clerk Bonnie Ritter, Finance Director Gino Businaro, Paul Anderson and Beatrice Amidon. 1. OPEN MEETING Mayor Meisel called the meeting to order at 7:00 p.m. 2. TRUTH IN TAXATION PRESENTATION AND PUBLIC HEARING Finance Director Gino Businaro presented the proposed 2004 budget summary, a summary of revenues and expenditures and the tax levy recap. He also gave examples of notices that Mound residents received from the County, showing their market value increase and percent of increase in specific tax categories. Mayor Meisel opened the public hearing at 7:17 p.m. Beatrice Amidon, 1909 Lakeside Lane, informed the Council that she was upset over the lighting fee added to her water bill and asked questions regarding outside meters. She also questioned the franchise fees and what services she is receiving for her tax dollars. She asked Council to consider other ways to cut expenditures out of the budget. Osmek suggested that she call the City Manager to set up a tour and get more detailed explanations of what services she is receiving. Paul Anderson, 2231 Southview Lane, stated that his estimated tax bill shows a 22% increase in city taxes which is contradictory to what Businaro presented, showing 18.05% increase. Kandis Hanson reminded him that the tax statement he received is based on the preliminary budget, but the budget is now less so his final numbers should be smaller. Anderson also had concern over the large fund balance that the Council is targeting, and was informed that the City receives payments from the County only twice a year, but has monthly bills to pay. The balance is to assure that the City won't run out of money between payments from the County. Discussion continued regarding the cut in government aid that Mound received, and the history of minimal tax increase in Mound that has now resulted in the need for capital improvements and infrastructure repairs and updates. Mound City Council Minutes - December 1, 2003 Upon no further comments being offered from the public, Mayor Meisel closed the hearing at 8:35 p.m. MOTION by Osmek, seconded by Brown to cancel the continuation hearing set for December 8, 2003, as it is deemed unnecessary.
