2004-11-16MOUND CITY COUNCIL MINUTES NOVEMBER 16, 2004 The City Council of the City of Mound, Minnesota, met in special session on Tuesday, November 16, 2004, at 6:30 p.m. in the council chambers of city hall. Members Present: Mayor Pat Meisel; Councilmembers Bob Brown, Mark Hanus, David Osmek and Peter Meyer. Others Present: City Manage Kandis Hanson, City Clerk Bonnie Ritter, Parks Director Jim Fackler, Community Development Director Sarah Smith, Public Works Director Carlson Moore, Public Works Superintendent Greg Skinner, Police Chief Jim Kurtz, Fire Chief Greg Pederson, Finance Director Gino Businaro, John Beise, Mike Specht, Jim Prosser and Dave Callister of Ehlers & Associates 1. Call to Order Mayor Meisel called the meeting to order at 6:35 p.m. 2. Key Financial Strateqies Jim Prosser gave an overview of the Key Financial Strategies process, stating that in Session 1 the general process was reviewed and this is Session 2. Prosser stressed that the Council will identify elements for the final plan, not be approving a final plan. When the final plan is approved it is an indication that is what the council wants to use for planning, they are not approving the specific expenditures. Nothing is approved until the actual budgets are approved. This Key Financial Strategies Plan should be reviewed before the beginning of each yearly budget cycle. Bob Brown arrived at 7:55 p.m. The Council identified some concerns with the proposed plan that will be addressed before a final plan is considered. Prosser will address these concerns and refine the proposed plan before the next session. 3. Adjourn MOTION by Osmek, seconded by Brown to adjourn at 8:10 p.m. All voted in favor. Motion carried.
