~INUTES - COI~TTEE OF THE ~'IOLE - I~RCH 20, 1990
The meeting was called at approximately 7 PM. Members present:
Mayor Smith, Councilmembers Ahrens, Jensen, Jessen and Johnson.
Absent: none. Also present: City Manager, Ed Shukle; Dr. Jim
Smith, Westonka School Superintendent; and Mark Koegler, City
Planner.
Discussion with Dr. Jim Smith was held with regard to the
swimming pool at the Mound Westonka High School. City Manager Ed
Shukle outlined the issue. Dr. Smith then outlined the school's
position and the proposals that were made by the Westonka Pool
Boosters in 1989. He indicated that the Booster's approach has
been set aside and that other options are being explored. The
school will continue to keep the pool open during the school year
and beyond and are looking at requesting dollars in the budget
process for 1991 for the cities of Orono, Spring Park,
Minnetrista and Mound. The task force made up of representatives
from the school district and the four cities will continue to
meet.
Mark Koegler was present to review the Comprehensive Plan update.
Due to the fact that the Council received the material on
Thursday and did not have adequate time to review it, this matter
was continued until the next regular meeting which will be March
27th. Mark indicated that the Park and Open Space Commission
will see the Park Section on April 12th. The downtown Mound
study will be incorporated into the plan later in April. The
Planning Commission will then have to hold public hearings and it
will be submitted back to the Council and on to the Metropolitan
Council no later than June 1, 1990.
*~ity Manager Ed Shukle reviewed a proposed "No Smoking" policy
for the City of Mound facilities. Considerable discussion was
held with regard to this item and it was the consensus to put it
on the March 27th regular council meeting agenda.
A possible ordinance restricting the use of cigarette Yending
machines was briefly discussed. The Council consensus was to not
pursue an ordinance of this type at this time.

The Cost Estimate for the Shoreline Drive Beautification was
briefly reviewed and set aside.
There being no other business, the meeting was adjourned at
approximately 8:50 PM. The next meeting of the Committee of the
Whole will be held on Tuesday, April 17, 1990, 6:30 PM, in the
council chambers.
