REGULAR MEETING
OF THE
CITY COUNCIL
Pursuant to due call and notice thereof, a regular meeting of the City Council of
the City of Mound, Hennepin County, Minnesota was held at 5341Maywood Road in said
City on January 17, 1978 at 7:30 p.m.
Those present were:
Benjamin Withhart.
Mary H. Marske.
Acting Mayor Gordon Swenson, Councilmembers Robert Polston and
Also present were City Manager Leonard L. Kopp and City Clerk
PUBLIC HEARING - H.U.D. FUNDS - YEAR IV
The City Clerk presented an affidavit of publication in the official newspaper of the
notice of public hearing on said H.U.D. Funds. Said affidavit was then examined,
approved and ordered filed in the office of the City Clerk.
The City Planner explained the progress being made with a survey regarding the use of
the H.U.D. funds.
Polston moved and Withhart seconded a motion.
RESOLUTION 78-32 RESOLUTION TO CONTINUE PUBLIC HEARING ON H.U.D.
FUNDS TO THE MEETING OF JANUARY 24, 1978 AT 7:30 P.M.
The vote was unanimously in favor.
MEETING WITH COMMISSIONS - SLIDE PRESENTATION ON TAX INCREMENT FINANCING
The City Planner briefly backgrounded tax increment financing and prior to a slide
presentation prepared by the State. The Council determined to have the slide present-
ation shown to the Park Commission, the Planning Commission and the Housing and Rede-
velopment Authority and request that they discuss the possibility of pursuing a tax
increment financing plan.
TRIBUTE TO HUBERT H. HUMPHREY
The Acting Mayor requested those present to bow their heads in a thirty second tribute
to the late Hubert H. Humphrey.

TUXEDO EASEMENTS arrived at 8:30 p.m.
Swenson moved and Fenstad seconded a motion
RESOLUTION 78-33
RESOLUTION AUTHORIZING THE OBTAINING OF EASEMENTS
FROM LOTS 21, 16 AND 17, BLOCK 10, ARDEN AND
APPROVE A BUILDING SITE DIVISION REQUEST.
The vote was unanimously in favor.
RESOLUTION 78-34
RESOLUTION AUTHORIZING THE OBTAINING OF EASE-
MENT OF LOTS 1 AND 2, BLOCK 10, DEVON IN THE
AMOUNT OF $100.OO
The vote was unanimously in favor.

L.M.C.D. ORDINANCE PROPOSAL
Councilmember Fenstad informed the Council of a proposed ordinance coming
before the L.M.C.D. The Council determined to discuss the matter Further
after the interviews with persons wishing to serve on Commissions on Jan-
uary 18, 1978.
WEST HENNEPIN HUMAN SERVICES MEETING
Councilmember Withhart reminded the Council of the meeting of the West Henne-
pin Human Services on January 19, 1978 at 2:30 p.m.
ADJOURNMENT
Swenson moved and Fenstad seconded a motion to adjourn to the meeting on
January 24, 1978. The vote was unanimously in favor, so carried and adjour-
ned.
