REGULAR MEETING
OF THE
CITY COUNCIL
Pursuant to due call and notice thereof a regular meeting of the City Council of the
City of Mound, Hennepin County, Minnesota was held at 5341 Maywood Road in said City
on April 4, 1978 at 7:30 p.m.
Those present were: Mayor Lovaasen, Councilmembers Orval Fenstad, Gordon Swenson,
and Benjamin Withhart. Also present were City Manager Leonard L. Kopp and City Clerk
Mary H. Marske.
PUBLIC HEARING - AMENDING CITY CODE - SPECIAL USE AND CONDITIONAL USE PERMITS
The City Clerk presented an affidavit of publication in the official newspaper of the
notice of public hearing on said amendment. Said affidavit was then examined, approved
and ordered filed in the office of the City Clerk.
The Mayor then opened the public hearing for input on said amendment and persons pre-
sent to do so were afforded an opportunity to express their views thereon. No persons
presented objections and the Mayor then closed the public hearing.
Fenstad moved and Swenson seconded a motion to ordain the following section be added
to the City Code as Ordinance 377.
ORDINANCE NO. 377
AN ORDINANCE AMENDING SECTION 23.50 SUBDIVISION (e)
OF THE CITY CODE, ESTABLISHING FEES FOR PROCESSING
SPECIAL USE PERMITS AND CONDITIONAL USE PERMITS
The City of Mound does ordain:
Section 23.50 Subdivision (e) is amended to read as follows:
(e) Special and Conditional Use Permits. All applications for special or
conditional use permits under the provisions of the Zoning Code shall require the
applicant to pay a fee of $75.00 upon a filing of an application except as hereinafter
modified. The applicant shall provide the City with a survey by a registered land
surveyor and a plat plan showing the location of all proposed improvements and the
location of all proposed improvements and the location of any structures on the pro-
perty before the matter is referred to the Planning Commission for its advice and re-
commendation.
The conditional and special use permit application under Section 23.06,
23.061, 23.062 and 23.065 relating to multiple dwellings, townhouses and PDA's shall
require that the applicant pay a fee of $75.00 plus $5.00 per unit for each unit in
the proposed Multiple Dwelling, Townhouse or PDA.
The vote was unanimously in favor, so ordained.
ASSESSMENT FORMULA
Fenstad moved and Swenson seconded a motion to table this item until more information
is available. The vote was unani~usly in favor.

PARK PLANNING
Lovaasen moved and Swenson seconded a motion to table this item for the pre-
sent time. The vote was unanimously in favor.
SURFSIDE, INC.
Swenson moved and Fenstad seconded a motion
RESOLUTION 78-142 RESOLUTION APPROVING THE GRANTING OF A
PERMIT BY THE METROPOLITAN COUNCIL TO
SURFSIDE, INC. FOR RIP RAP AND MAINTENANCE
DREDGING.
The vote was unanimously in favor.
COMMENTS AND SUGGESTIONS FROM CITIZENS PRESENT
Mr. Larry Conley, 3212 Roxbury Lane inquired about the possibility of the
property along Tuxedo Boulevard being cleaned up. He stated much debris
was scattered along the roadway.
Mrs. Jeanette Gellman inquired about the Lost Lake Plan.
DINNER DANCE PERMIT

PURCHASE OF TRANSCRIBING EQUIPMENT
Fenstad moved and Swenson seconded a motion

SCRIBING EQUIPMENT FROM THE DICTAPHONE COR-
PORATION-THE ONLY BIDDER ABLE TO PROVIDE
THE NEEDED EQUIPMENT

TUXEDO EASEMENT
Swenson moved and Fenstad seconded a motion
RESOLUTION 78-145
RESOLUTION APPROVING THE OBTAINING OF A
RIGHT-OF-WAY EASEMENT ON LOTS 3, 4 AND 5,
BLOCK 10, DEVON IN THE AMOUNT OF $320.00
IN ADDITION TO THE ORIGINAL EASEMENT PUR-
CHASE OF $810.OO
The vote was unanimously in favor.

INFORMATION MEMORANDUMS
The Mayor was requested to direct a letter to the West Hennepin Human Services Board
asking that the meeting night of the board be changed to allow elected officials to
attend.
The City Manager was requested to contact Mr. S. Amar to determine if he is still in-
terested in extending the water and street improvement to his property.
The Council requested the staff to prepare a 3-4 year street improvement proposal by
priority.
ADJOURNMENT
Withhart moved and Swenson seconded a motion to adjourn to the next regular meeting
on April 11, 1978 at 7:30 p.m. The vote was unanimously in favor, so adjourned.
