REGULAR MEETING
OF THE
CITY COUNCIL
August 5, 1980
Pursuant to due call and notice thereof, a regular meeting of the City Council
of the City of Mound, Hennepin County, Minnesota was held at 5341Maywood Road
in said City on August 5, 1980 at 7:30 p.m.
Those present were: Mayor Tim Lovaasen, Councilmembers Gordon Swenson and Donald
Ulrick. Also present were City Manager Leonard L. Kopp, City Engineer Wm. McCombs
and City Clerk Mary H. Marske.
MINUTES
The minutes of the meeting of July 29, 1980 were presented for consideration.
Ulrick moved and Swenson seconded a motion to approve the minutes of the meeting
of July 29, 1980 as submitted.
The vote was unanimously in favor.
PUBLIC HEARINGS
Vacation of Brunswick Road from Essex Lane to Wly line of Lot 24, Block 13,
Wychwood
The City Clerk presented an affidavit of publication in the official newspaper of
the notice of public hearing on said Vacation of Brunswick Road. Said affidavit
was then examined, approved and ordered filed in the office of the City Clerk.
The Mayor then opened the public hearing for input on,said Vacation~of Brunswick
Road and persons present to do so were afforded an opportunity to express their
views thereon. No persons presented objections and the Mayor then Closed the
public hearing.
Swenson moved and Ulrick seconded a motion
RESOLUTION 80-294 RESOLUTION VACATING BRUNSWICK ROAD FROM ESSEX LANE
TO WESTERLY LINE OF LOT 24, BLOCK 13, WYCHWOOD
The vote was unanimously in favor.
Vacation of Dorchester Road From Essex Lane to Wly line of Lot 28, Block 11,
Wychwood
The City Clerk presented an affidavit of publication in the official newspaper of
the notice of public hearing on said Vacation of Dorchester Road. Said affidavit
was then examined, approved and ordered filed in the office of the City Clerk.

Road and persons present to do so were afforded an opportunity to express their
views thereon, No persons presented objections and the Mayor then closed the
public hearing.
Lovaasen moved and Swenson seconded a motion
RESOLUTION 80-295 RESOLUTION VACATING DORCHESTER ROAD FROM ESSEX LANE
TO WESTERLY LINE OF LOT 28, BLOCK ll, WYCHWOOD
The vote was unanimously in favor.
Vacation of Devon Lane from Carrick Road to Longford Road
The City Clerk presente~ an affidavit of publication in the official newspaper of
the notice of public hearing on said Vacation of Devon Lane. Said affidavit was

Mayor then opened the public hearing for input on said Vacation of Devon Lane
and persons present to do so were afforded an opportunity to express their views
thereon. No persons presented objections and the Mayor then closed the public
hearing.
Swenson moved and Ulrick seconded a motion
RESOLUTION 80-296 RESOLUTION VACATING DEVON LANE FROM CARRICK ROAD
TO LONGFORD ROAD
The vote was unanimously in favor.
Ulrick moved and Swenson seconded a motion
RESOLUTION 80-297 RESOLUTION TO CONCUR WITH THE RECOMMENDATION OF THE
PLANNING COMMISSION TO APPROVE SUBDIVISION OF LOTS
10-13, BLOCK 9, SETON
The vote was unanimously in favor.
Councilmember Withhart arrived at 7:50 p.m.
Special Use Permit - Boat Repair & Fiberglassing - Block 1, Shirley Hills Unit A
The City Clerk presented an affidavit of publication in the official newspaper of
the notice of public hearing on said Special Use Permit - Boat Repair & Fiberglas-
sing. Said affidavit was then examined, approved and ordered filed in the office
of the City Clerk. The Mayor then opened the public hearing for input on said
Special Use Permit - Boat Repair & Fiberglassing and persons present to do so
were afforded an opportunity to express their views thereon. No persons presented
objections and the Mayor then closed the public hearing.
Withhart moved and Swenson seconded a motion
RESOLUTION 80-298 RESOLUTION TO CONCUR WITH THE RECOMMENDATION OF THE
PLANNING COMMISSION TO APPROVE THE SPECIAL USE PERMIT
WITH AN ADDITIONAL STIPUTLATION THAT THE FACILITY
MEET ALL FIRE AND SAFETY CODES
The vote was unanimously in favor.
Delinquent Utility Bills
The Mayor then opened the public hearing for input on said Delinquent Utility Bills
and persons present to do so were afforded and opportunity to express their views
thereon. No persons presented objections and the Mayor then closed the public
hearing.
Swenson moved and Lovaasen seconded a motion
RESOLUTION 80-299 RESOLUTION DIRECTING THE CITY STAFF TO TURN OFF SERVICE
TO DELINQUENT UTILITY ACCOUNTS
The vote was unanimously in favor.
STREET CONSTRUCTION
Drainage - Shorewood Lane & Three Points Boulevard
Withhart moved and Swenson seconded a motion
RESOLUTION. 80-300 RESOLUTION TO CONCUR WITH THE RECOMMENDATION OF THE
ENGINEER TO CONSTRUCT A NEW CATCH BASIN AT THREE
POINTS BOULEVARD AND SHOREWOOD LANE AT A COST OF
$1,700.00
The vote was unanimously in favor.

RESOLUTION 80-302 RESOLUTION APPROVING CONSTRUCTION OF RAMBLER ROAD
AT A TWENTY FOUR FOOT WIDTH FROM LINDEN LANE TO
WALNUT ROAD
The vote was unanimously in favor.
The engineer and Council discussed several assessment policies regarding the
1979 Street Project.

Swenson moved and Ulrick seconded a motion
RESOLUTION 80-303 RESOLUTION APPROVING A 6.528% ENGINEERING CHARGE
FOR BASIC SERVICES ON THE 1980 STREET PRO~ECT
The vote was unanimously in favor.
COMMENTS AND SUGGESTIONS FROM CITIZENS PRESENT
Gary Paulsen comment on the good job being done by Buffalo Bituminous.
DELINQUENT UTILITY BILLS
Ulrick moved and Withhart seconded a motion
RESOLUTION 80-304 RESOLUTION PROVIDING FOR A PUBLIC HEARING REGARDING
DELINQUENT UTILITY ACCOUNTS TO BE HEARD AUGUST 19,
1980 AT 7:30 P.M.
The vote was unanimously in favor.
TRANSFER OF FUNDS
Withhart moved and Swenson seconded a motion
RESOLUTION 80-305 RESOLUTION APPROVING THE TRANSFER OF CERTAIN CITY
FUNDS
The vote was unanimously in favor.
PAYMENT OF BILLS
Swenson moved and Withhart seconded a motion to approve payment of the bills as
presented on the prelist in the amount of $30,110.94 when funds are available.
Roll call vote was unanimously in favor.
BINGO PERMIT
Swenson moved and Lovaasen seconded a motion

RESOLUTION 80-306 RESOLUTION APPROVING THE ISSUANCE OF A BINGO PERMIT
TO THE NORTHWEST TONKA LIONS FOR AUGUST 8, 1980
The vote was unanimously in favor.
Councilmember Swenson questioned a dock at the end of Rambler Lane.

Swenson moved and Withhart seconded a motion to adjourn to the next regular
meeting on August 12, 1980 at 7:30 p.m.
The vote was unanimously in favor, so adjourned.
