SPECIAL BUDGET MEETING
OF THE
CITY COUNCIL
Pursuant to due call and .notice thereof, a special budget meeting of the
City Council of the City of Mound, Hennepin County, Minnesota, was held at
5341 Maywood Road in said City on August 30,1982, at 6:00 P.M.
Those present were: Mayor Rock Lindlan, Councilmembers Pinky Charon, Robert
Polston, Gordon Swenson and Donald Ulrick. Also present were: City Manager
Jon Elam., Finance Director Sharon Legg, Utilities Superintendent Greg Skinner,
Police Chief Bruce Wold, Park Director Chris Bollis, Street Dept. personnel,
Robert Shanley and Eugene Hoff, City Clerk, Fran Clark
The Mayor opened the meeting.
WATER ~ SEWER FUNDS
Utility Superintendent, Greg Skinner was present and explained the budgets
of these two funds. The Council asked if the water fund budget included
installing new water meters. The answer was. no, the cost of installing the
new meters would be treated the same as installing a new well.
Item #4420 in the Water Fund Budget - $40,000 is having two of the water
towers inspected, cleaned, repaired (spot welded, etc.), and a coating put
on the inside.
The City is still questioning the Metropolitan Waste Control Commission
on the amount of flow from Mound. They have again raised the City's flow
from 400 million gallons in 1982 to 430 million gallons in 1983 which
increases our debt service to them another $64,832.33• The MWCC is not
taking into consideration watermain breaks, fires, flushing of hydrants,
watering of lawns, etc., which the City feels it should consider. The
question is whether to raise sewer rates again to cover our costs or
levy the increase against the property taxes. The Council felt that they
should raise sewer rates to cover the real costs and not add to the property
taxes.
STREET DEPARTMENT ~ SHOP AND STORE
Bob Shanley was present and went over these two budgets. with the Council.
PARK DEPARTMENT
Park DirBCtor, Chris Bollis was present and went over this budget in detail.
The Council discussed having Chem-Lawn treat 10 of Mound's parks for weeds.
Charon moved and Ulrick seconded a motion to approve the Chem-Lawn Contract
for 1982-83 weed treatment for 10 parks. The cost to be as follows:
1982 - 1 treatment $1,664.00
1983 - 3 treatments $4,746.00
The vote was unanimously in favor. Motion carried.
Chris explained that the only other major outlay would be fora timber
structure for the playground in Highland Park.

Councilmember Polston asked what the City could do to curb erosion on the
Commons.. The City Manager stated that he will have the Dock .Inspector
Don Rother formulate a report on this problem.
CEMETERY FUND
Chris Bollis went over the Cemetery Fund with the Council.
POLICE DEPARTMENT
Police Chief, Bruce Wold, was present and went over the Police Budget
with the Council. This Budget is only about 10% above last year. That
is due to labor costs
CIVIL DEFENSE
Police Chief Wold explained that Hennepin County may be going to a radio
to activation of the sirens and if this happens he would like to buy one
siren from this budget and one with revenue sharing funds. He could
possibly receive a grant for the one siren.
He explained that the Police Reserve Unit expenses are covered under this
budget. The Council commented that the Reserve Unit has come a long way
in 1 year.
PLANNING & INSPECTION
Building Inspector, Jan Bertrand was present and detailed her budget for
the Council.
The Council discussed not holding two more meeting on the budget because it
is so well prepared and .asked that the City Manager go over the remainder
of the budgets tonight.
The City Manager explained the following budgets to the Council:
1. CITY COUNCIL - There was discussion on the Dues ~ Subscriptions
# 13 The Council decided that the following should be included:
a. LMCD $ 7,884.
b. Association of Metro. Municipalities 1,488.
c. League of Minnesota Cities 2,876.
d. Youth Employment Service 600.
e. West Hennepin Human Services 400.
f. Suburban Community Services
(Older Citizen Counseling Services) 3,300.

7. CITY PROPERTY & BUILDINGS - This is a new budget that will
centralize all the various expenses. $71,538• TOTAL
8. GENERAL FUND - CONTINGENCY'S - This will cover any increases in
costs for hospitalization, dental, workman's comp., liability
insurance - $15,634. TOTAL
9. GENERAL FUND - TRANSFERS - $68,379. TOTAL
These are transfers to the Fire Operating Fund and the Fire Capital
Outlay Fund.
10. FIRE DEPARTMENT.- $125,500. TOTAL
11. LIQUOR FUND - $194,307. TOTAL EXPENSES AFTER DEPRECIATION
12. IMPROVEMENT & EQUIPMENT CAPITAL OUTLAY FUND -
This will. include the following:
a. Dump Truck (Z cost) $30,000.
b. Roller fo.r Street Patching 10,000.
13. FEDERAL REVENUE SHARING FUND - Proposed to be spent in 1983, $60,000.
14. FIRE CAPITAL OUTLAY FUND - Proposed to be spent in 1983:
a. Paint Fire Hall $ 7,000.
b. Hard Surface Lot 2,800.
c. Repair Restrooms 2,800..
d. Northwest Corner Addition. 16,000.
15. MUNICIPAL BUILDING CONSTRUCTION FUND

17. MUNICIPAL STATE AID FUND
The Council complimented the Staff on their preparation of the proposed Budget
for 1983.
Swenson moved and Charon- seconded the following resolution.
RESOLUTION #82-233 RESOLUTION APPROVING THE 1983 BUDGET IN THE AMOUNT
OF $1,451,550. AND SETTING THE LEVY AT $999,465.
A roll call voted was unanimously in favor. Motion carried.
Polston moved and Swenson seconded a motion directing the City Manager to
prepare a report on the salaries of. the Building Insp-ector and the City Clerk
compared with the Stanton SaPary Guide. The vote was unanimously in favor.
Motion carried.
Swenson moved and Charon seconded a motion to cancel the remaining two (2)
Budget Meetings that were scheduled for September 1 and 2, 1982. The vote
was unanimously in favor. Motion carried.
Charon moved and Polston seconded a motion to adjourn at 11:20 P.M. The
vote was unanimously in favor. Motion carried.
