The Mound Housing and Redevelopment Authority in and for the City of Mound, Minnesota, met in
regular session on Tuesday, May 10, 2016, at 6:55 p.m. in the council chambers of the Centennial
Building.

RESOLUTION APPROVING THE FIRST AMENDMENT TO THE SIGNIFICANT
AMENDMENT TO THE PHA PLAN
WHEREAS, the U.S. Department of Housing and Urban Development has agreed to
provide operating and capital fund assistance to the HRA of the City of Mound,
Minnesota, for the purpose of helping the HRA in carrying out capital and management
activities at the Indian Knoll Manor Public Housing Development; and
WHEREAS, the HRA of the City of Mound previously approved a Significant
Amendment to the PHA Plan on November 24, 2015 reflecting the approval of the
Rental Assistance Demonstration (RAD) application; and
WHEREAS, there has been a change to the number of RAD units requiring an
amendment to the significant amendment to the PHA Plan; and
WHEREAS, Aeon is proposing to change 5 one -bedroom units from RAD funding to
Section 811 funding which is considered De Minimis and will result in a higher subsidy
than the RAD subsidy;
NOW THEREFORE, BE IT RESOLVED that the Mound Housing and Redevelopment
Authority in and for the City of Mound does approve the first amendment to the
significant Amendment related to RAD, as presented in Exhibit A and made a part
herein.

Subject: First Amendment to the Significant Amendment to the PHA Plan
As we move toward the final approval of our Rental Assistance Demonstration (RAD) project
application, we are working with HUD and a specially appointed RAD advisor to complete the
requirements.
In November of 2015, the HRA board approved a significant amendment to the PHA Plan which
stated we are intending to complete a RAD conversion of the property changing it from Public
Housing to Project Based Section 8.
This first amendment to the significant amendment is just saying that 5 of the existing 50 public
housing units will be converted to Section 811 housing. This will result in a higher subsidy than
the RAD subsidy.
Staff recommends approval of this first amendment to the significant amendment to the PHA
plan.

Attachment R — Rental Assistance Demonstration (RAD)
The Mound Housing and Redevelopment Authority (Mound HRA) is amending its
annual and 5 year PHA Plan because it was a successful applicant in the Rental Assistance
Demonstration (RAD). As a result, the Mound HRA will be converting to Project Based Rental
Assistance under the guidelines of PIH Notice 2012-32, REV -1 and any successor Notices. Upon
conversion to Project Based Rental Assistance the Authority will adopt the resident rights,
participation, waiting list and grievance procedures listed in Section 1.7.B & 1.7.0 of PIH Notice
2012-32, REV -1. These resident rights, participation, waiting list and grievance procedures are
appended to this Attachment. Additionally, the Mound HRA is currently compliant with all fair
housing and civil rights requirements and is not under a Voluntary Compliance Agreement.
RAD was designed by HUD to assist in addressing the capital needs of public housing by
providing Mound HRA -with access to private sources of capital to repair and preserve its
affordable housing assets. Please be aware that upon conversion, the Authority's Capital Fund
Budget will be reduced by the pro rata share of Public Housing Developments converted as part
of the Demonstration, and that Mound HRA may also borrow funds to address their capital
needs. The Mound HRA will also be contributing any surplus Operating Reserves and Capital
Funds towards the conversion. The Mound HRA does not currently have any debt under the
Capital Fund Financing Program nor an Energy Performance Contract.

As part of the Rental Assistance Demonstration (RAD), Mound HRA is redefining the definition
of a substantial deviation from the PHA Plan to exclude the following RAD -specific items:
a. Changes to the Capital Fund Budget produced as a result of each approved RAD
Conversion, regardless of whether the proposed conversion will include use of
additional Capital Funds;
b. Changes to the construction and rehabilitation plan for each approved RAD
conversion; and
c. Changes to the financing structure for each approved RAD conversion.
