SPECIAL BUDGET MEETING
OF THE
CITY COUNCIL
October 2, 1935
The City Council of Maundy Hennepin County, Minnesatap met in
special session far Hearings an the 198b proposed budget far the
City of Mound, on October 2, 1485, at 7: Crc7 F'M, i n the Counci 1
Chambers at 5~+41 Maywood Road, i.n said City.
Those present were: Mayor }dab Polstana Cauncilmembers Phyllis
Jensen, Gary F'aulsena Russ F'eterson~ and Steve Smith. Also
present were: Acting City Manager Fran Clark, Acting City C1erF:
Linda Strong, Finance Director Jahn IVarman, F'aliee Ghief Len
Harrell, Sewer and Water Superintendent Greg Skinner, F'ark:s
Direct:ar Jim Fackler, Liquor Store Manager Jnel k;rumrn and Fire.

The Mayor reconvened the meeting from October i, 1935. He then
asE,ed if there were any questions ar cnmments an the General Fund
Budgets. He then asF.ed •that the Council approve the General Fund
as amended and set the Levy.,
Cauncilmember Smith reviewed the mill rate. He agreed to the
mill rate at 18.5%, and no more. M~-tyar F'alston said we would
then have to c:ut the reserves from ~1p~, C~CrC~ to ~4C~ OC1a.
F'ete.rson mentioned the insurance contingency was an 89% increase.
The Council agreed to the reality of this increase.
F'etersan said th~~t is the number one reason the budget went up.
Maynr F'nlstan supports the reserves as they are due to the letter
from the League of Cities, stating the enormous shortfall,
meaning the first thing cut is the state aid. Jensen agreed to
leave the reserve as is.
Fire Chief, Don Bryce, voiced concern nn 'his fire budget with the
effect of ~'LSA.
Peterson inquired about the funding of the Seninr Citizen
Counseling. The Acting City Manager said that after a F~tblic
Hearing, to reallocate same funds it cnuld be funded from CDBG
funds.
CDEcG funds are also available for a local battered women's group.
The Acting City Manager said that if we don't use this money
now, it will be gave at the end of 1985.
Mayor F'olston suggested amending the Council budget to add ~^5Ge.7.
far Travel and School for the Cauncilmembers.
The ActinQg City Manager stated that the General Fund total was
now ~1 7 8b~,y bC79.
Councilmember Smith stated he was not in agreement with putting
the ~25C~C>. , bacN: into the Counci 1 E~udget.
Maynr Folstnn's stated that hi•s reason removing this amount was
to make funds available for_ the Senior Citizen Counseling, which
now will be funded with CDHG funds.

MOTION MADE BY MAYOR POLSTON TO AMEND THE
GENERAL FUND AND ADD BACK IN THE X2500., FOR
SCHOOL AND TRAVEL FOR THE COUNCILMEMBERS.
COUNCILMEMBER PAULSEN SECONDED THE MOTION.
The motion passed with four yes votes, Cauncilmember Smith voting
no.
Mayer Palstan asE:ed far any more discussion. There was none.
Councilmember Peterson moved and Cauncilmember Jensen seconded
the fallowing resolution:
RESOLUTION #85-117 RESOLUTION APPROVING THE 1986 GENERAL
FUND BUDGET IN THE AMOUNT OF ~1,8bA,iQ9.
AND SETTING THE LEVY AT X1,251,240.
The resolution passed an a mall call vote with four Council-
members, Smith voting na.
Mayan F'olston asF:ed Cauncilmember Smith why he didn"t support the
whale budget. smith said he could not Support the mill rate
increase. Mayan F'olston stated he could not support depleting
the ~40~:~,~~~:y~:~. reserve. F'alston felt cutting the reserve could
put the City i n bad f i nand al straights, i f the shar•tf al 1 s ta~;e
place.
Councilmember Paulsen commended the staff far preparing a real
budget, a workable one. Jensen agreed. F'etersan appreciated the
hard work everyone has done. Smith made it unanimous. The
Acting City Manager stated that quarterly reports to the Council
during 1986, will help keep the Council informed.
Mayor F'al stars sai d that no one i s happy with a budget up 1 ~~. "~%,
but no services were cut.
SPECIAL FUNDS
LIQUOR
Liquor Store Manager, Joel irumm, presented the 1986 proposed
budget.
He stated the building lease runs out ne.;t year, and that it
would have to be renegaciated. .
He plans -more advertising in 1986. Also a new sign in 1986.
Joel also stated that when the Balboa Building fills up, the

Superintendent of Water and Sewer, Greg SEcinner, presented the
1986 budget for this department.
The budget was approved ~s proposed.
Discussion an the need to increase sewer and water rates.
CEMETERY
F'arE,s Director, Jim FacE:ler, presented the proposed budget for
1986.
The Hudget was approved as proposed.
IMPROVEMENT & EQUIPMENT CAPITAL OUTLAY FUND
Approved as proposed.
PENSI~N
Approved a5 proposed.
REVENUE FUND
Mayor Pnlstan suggested dropping the spring and fall pick-up, at
the cast of X12, C~t~C~.
Mayor Polstan asE,ed far a motion to approve the overall budget
for 1986.
Councilmember Paulsen moved and Cnuncilmember Peterson seconded

BUDGET FOR 1986.
The resolution passed nn a roll call vote, with four Cauncil-
members voting yesa and Councilmember Srnith voting na.
Councilmember Paulsen moved and Cnuncilmember Jensen seconded the
motion to adjorn. The motion passed with a unanimous vote.
