1986-10-01154 October 1, 1986 MINUTES - MOUND CITY COUNCIL - CONTINUATION OF BUDGET HEARING OCTOBER 1, 1986 The City Council of Mound, Hennepin County, Minnesota, met in special session to continue the hearing on the Proposed 1987 Budget on October 1 , 1 986, at 6:20 P.M. in the Council Chambers at 53~-1 Maywood Road, in said City. 1 Those present were: Mayor Bob Polston, Councilmembers Phyllis Jessen, Gary Paulsen, Russ Peterson and Steve Smith. Also present were: City Manager Edward J. Shukle, Jr., City Clerk Fran Clark, Finance Director John Norman, Fire Chief Don Bryce, Acting Police Chief Bill Hudson, Liquor Store Manager Joel Krumm, Street Superintendent Geno Hoff, Sewer & Water Superintendent Greg Skinner and Park Director Jim Fackler. The Council went over Finance City Manager/Clerk City Council Legal Building Fund Capital Outlay the following proposed Budgets: The majority of the Council decided to take $4,000.00 from line item #x+411 in the City Council Budget and put it in the Contingency Account. The City Manager went over the General Fund Revenues, Expenditures, the Assessed Valuation, Levies and the Mill Rate with the Council. The HRA has requested that the City levy one-third of a mill for their operations at 2020 Commerce Blvd. Paulsen moved and Peterson seconded the following resolution: RESOLUTION #86-132 RESOLUTION APPROVING A ONE-THIRD HILL LEVY FOR THE PURPOSE OF DEFRAYING THE COST OF OPERATION, PURSUANCE TO THE PROVISIONS OF M.S.A. 462.411 THRU 462.705, OF THE HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF MOUND FOR THE YEAR 1987 The vote was unanimously in favor. Motion carried. Smith moved and Paulsen seconded the following resolution: 155 October 1, 1986 ' RESOLUTION #86-133 RESOLUTION APPROVING THE 1987 GENERAL FUND BUDGET IN THE AMOUNT OF $2,073,720 AHD SETTING THE LEVY AT $1,262,351 The vote was unanimously in favor. Motion carried. Paulsen moved and Jessen seconded the following resolution: RESOLUTION #86-134 RESOLUTION APPROVING THE OVERALL BUDGET FOR 1987 The vote was unanimously in favor. Motion carried. Paulsen moved and Peterson seconded the following resolution: RESOLUTION #86-135 RESOLUTION CANCELLING THE LEVY ON THE GENERAL OBLIGATION IMPROVEMENT BONDS OF 1976 IN THE AMOUNT OF $2,142.39 The vote was unanimously in favor. Motion carried. Smith moved and Paulsen seconded the following resolution: RESOLUTION #86-136 RESOLUTION CANCELLING THE LEVY ON THE GENERAL OBLIGATION IMPROVEMENT BONDS OF 1979 IN THE AMOUNT OF $19,763.00 The vote was unanimously in favor. Motion carried. Peterson moved and Smith seconded the following resolution: RESOLUTION #86-137 RESOLUTION CANCELLING THE LEVY OF THE GENERAL OBLIGATION IMPROVEMENT BONDS OF 1980 IN THE AMOUNT OF $5,387.00 The vote was unanimously in favor. Motion carried. Smith moved and Jessen seconded the following resolution: RESOLUTION #86-138 RESOLUTION. REQUESTING THE COUNTY AUDITOR NOT TO LEVY $12,386.94 FOR FIRE EQUIPMENT CERTIFICATES OF INDEBTEDNESS OF 1984 The vote was unanimously in favor. Motion carried. Paulsen moved and Smith seconded the following resolution: RESOLUTION #86-139 RESOLUTION CANCELLING THE LEVY ON THE GENERAL OBLIGATION IMPROVEMENT BONDS OF 1978 IN THE AMOUNT OF $17,123.00 The vote was unanimously in favor. Motion carried. 156 October 1 , 1986 Jessen moved and Paulsen seconded the following resolution: RESOLUTION #86-1~0 RESOLUTION REQUESTING THE COUNTY AUDITOR NOT TO LEVY $21 ,423.9 FOR 1976 T~ATER REVENUE BONDS The vote was unanimously in favor. Motion carried. Paulsen moved and Peterson seconded the following resolution: RESOLUTION #86-141 RESOLUTION CANCELLING THE LEVY ON THE GENERAL OBLIGATIONS IMPROVEMENT BONDS OF 1982 IN THE AMOUNT OF #17,300.00 The vote was unanimously in favor.
