Prior to the enactment of that Chapter, the City was limited to charging $100 license fees for club licenses. You will note that the amendment allows the municipality' to set a higher fee. Minnesota Statutes 1978, Section 340.11, Subdivision 1 i, is amended to read: Subd. i I, ON-SALE LICENSES, INCLUDING ltOTELS, CLUBS, RESTAURANTS, AND ON-SALE EXCLUSIVE LIQUOR STORES. "On-sale" licenses may be issued by municipalities for the sale of intoxicating liquors in hotels, clubs, restaurants and establishments for the sale of "on-sale" liquors exclusively within the number authorized by this section. Except in a city of the first class and in addition to the number of licenses authorized by this section, an "on-sale" license may be issued, if approved by the commissioner of public safety, to a bona fide club which has been in existence for 15 years or more or to a congressionally chartered veterans' organization which has been in existence for I0 years. Such a club or veterans' organization shall be incorporated in order to be eligible to apply for a license, and the license issued shall be for the sale of intoxicating liquors to members and bona fide guests only. The follow~n9 report is broken down into sections by material. 1. Glass bottles and jars, Requirements are that they be thoroughly rinsed. Remove all metal caps and rings. Sort by color - brown~ green or clear. These would have to be separated in barrels or containers. Companies accepting this material will not furnish them and will send out a truck only when you have enough to fill it. Also it is required by P CA ' and EPA that this material be kept in a buildin§ and not at random outside. They are currently forcing two private recycling organizations to shut down unless they move inside. About five years,,~ago:the BtYScouts and Girl Scouts in Mound tried this using -different barrels across from the Post Office. Numerous problems .arose from this effort. Scouts were on hand during the day to sort and check the glass. When they left at night vandals moved in and smashed numerous bottles all over the parking lot. Needless to say we never tried this venture again. 2. Cans - requirements are that they be rinsed and remove all paper labels. Remove both ends and flatten all cans. Ste~l cans must be separated from aluminum, One of the major problems here is that someone must be present to check all requirements are met. Also this will take numerous containers before a truckload is built up to be hauled away. 3. Newsprint - all bundles must be in grocery sacks or tied securely. Phone books and computer cards and copy paper are acceptable, Magazines and catalogs are not accepted, I feel that it would be harmful to many non-profit organizations in this City if we entered into this phase of recycling, SUBJECT: Recyclin§ Spots (continued) lC'age 2 Almost every church, school group and Scout Troop has at least one paper drive each year. Scout Troap 569 holds one every three months. They have used this money for summer camp and special trips for the troop every year.: for the last 8 years. .It has enabled the parents of these Scouts to get by with a very small cost or no", cost at all if they couldn't pay. Because of this recycling no boy has ever had to miss a camping trip'for the lack of funds. It would be very hard to come up with a cost for operation as it would depend on how long the area would be kept open and how many days. A large amount of containers for the various items would have to be obtained. If drop box containers are used such as the ones Tonka uses they run at the following rates. $15.00 to drop container¢ $125.00 to pick up and haul away,starting the third day an additional $5.00 per day is charged. At least one person must be present at all time that the area is open. The Public Works Department can see no leasable way to run this operation without great expense being encountered. After taking 20 feet, they should have ]3,825 square feet. The area is zoned Residential B, which means there is enough room for a duplex or two .single family homes. The Engineer is drawing a sketch of how this property can be divided. It is recommended the Council authorize the Mayor and Manager to request for street and utility purposes the south 20 feet of Lots 19, 20 and 21, Abraham Lincoln Addition to Lakeside Park and that the remainder be authorized for sale. 2-5-80 CITY OF MOUND Mound, Minnesota January 30, 1980 COUNCIL MEMORANDUM NO. 80-42 SUBJECT: Addendum to C.M. 80-38 - Tax Forfeit Land The Engineer attempted to divide what was left in Lots 18, 19, 20 and 21 after taking 20 feet for Lynwood Boulevard and found that because of the setbacks, it would be difficult to build on them. The land is zoned Residential B and a duplex could be built on the remain- ing land as shown on the attached sketch. The attached drawings show how the land can be divided or how to build a duplex on the entire piece that is left. Mound City Office Present were: Mayor Kohman and City'Clerk Bren of St. Bonifacius, Mayor Rockvam and Administrator Osmonson of Spring Park and Mayor Lovaasen and City Manager Kopp of Mound. Mayor Lovaasen opened the meeting at 7:50 p.m. Mayor Rockvam suggested' policing on a joint powers agreement and said that Spring Park was studying many alternatives. But what Spring Park was inter- ested in was: 1. More imput in the budget. 2. More preventive patrol. Clerk Bren stated that their resolution of cancellation was copied from Minnetrista and that St. Bonifacius was interested in more bar patrol and more patrol service. Mayor Lovaasen went over the Minnetrista resolution point by point and made some suggestions of what he would like to see in a joint powers contract. Mayor Rockvam suggested a joint poWers agreement be drawn up for discussion at a future meeting. It is intended that the new 10" main will replace the existing 6" main at its present location except between Lynnwood Boulevard and Alder Road where a slight relocation is necessary to eliminate a conflict with the existing 6" gas main. All existing hydrants in this area will be removed and replaced at a location one foot inside the new County right-of-way line. As was requested, we looked at the possibility of relocating the'main 5 feet inside the easterly right-of-way line. Locating the main here will cause many problems which would not be encountered at our proposed location. A list of some of the more obvious problems follows. This location will require working under existing overhead power lines and the relocation or holding of power poles during construction. The concrete planters in front of the medical clinic at Lynwood along with the vegetation in the planters and the decorative light standard will have to be removed and replaced. Additional bituminous parking surface and concrete sidewalk in front of the businesses at Lynwood will require removal and replacement. A portion of the concrete retaining wall at Bethel Methodist Church will have to be removed and replaced. Minneapolis - Hutchinson - Alexandria - Granite Falls printed on recycled paper Mr. A111erzog January 22, 1980 Page Two The wooden pedestrian bridge to the residence at 2044 Commerce Boulevard will have to be dismantled and rebuilt. It will be necessary to operate heavy excavation and compaction equip- ment in close proximity to the existing buildings along the roadway. This could lead to possible damage claims. Approximately 12 good size trees which would otherwise be preserved will be removed. A portion of the wooden retaining wall at the apartments at 2020 Commerce Boulevard will have to be removed and rep]aced. Temporary construction easements will have to be obtained from the property owners along the roadway. Locating the existing water services for the buildings situated on the west side of the roadway and extending them under the existing 6" gas main will be a time consuming and costly operation. This would not be necessary with our proposed alignment as these services would be found and reconnected to the new main in the course of the mainline construction. The above mentioned items will add substantially to the cost of the project as well as increase the amount of inconvenience to the adjacent property owners." As an owner of a competitive apartment project - specifically Lord Fletcher Apartments, Spring Park - I would like to express my deep concern and opposition to the granting of any commercial special use permits for residentially zoned properties. First of all, are you aware that for the past couple of months - the Bay Point company has already been utilizing this apartment complex (which is zoned for residential use) for commercial enterprises? They have mailed on three different occasions - to each tenant within my complex,advertisements, guest passes, etc. - to the so-called and I quote "Bay Point Pool and Yacht Club" - for membership. Now, it does not take anyone of any intelligence to see why they are mailing these to all 86 of my tenants - they are merely utilizing this so-called commercial enterprise as a "come-on" to pirate tenants. According to the information and advertisements to the tenants within our building - the membership dues include a one-time fee of $195.00 and monthly dues of $20.00 and $25.00 each. This is blatant commercial utiliza- tion of a residentially zoned property. Roy Cab Inspections DATE Feb. 4 _19 ~0 Cabs were inspected on 2-2-80 at 1700 hrs. Cab #25, a 1976 Chevrolet, lic. EKA138 passed muster, However, cab #43, a 1974 Ford, lic. AHZ775 was rejected for the following reasons: the front tire showed excessive wear, the emergency brake did not work properly, and the interior dome 1.ight was inoperative.
