The Mound Housing and Redevelopment Authority in and for the City of Mound, Minnesota, met in
regular session on Tuesday, February 13, 2018, at 6:50 p.m. in the council chambers of the Centennial
Building.
Members present: Chair Mark Wegscheid, Kelli Gillispie, Jennifer Peterson, Jeff Bergquist
Members absent: Ray Salazar
Others present: City Manager and Director of Public Works Eric Hoversten, Finance
Director/Clerk/Treasurer Catherine Pausche, Administrative Assistant Rebecca Kress, City Engineer
Brian Simmons.
Public Present: Skip Johnson, Joe Venglass, Neath Venglass, Candice Anderson, Al Anderson, Bart &
Karla Skeie, Cody Anderson, Pat Gorman, Don Dedon, Jesse Remington, Betsy Lang, Amy Farrar,
Shelly Zimmerschied, and Holly Schluter.

Chair Mark Wegscheid called the meeting to order at 6:52 p.m.
2. Approve agenda
MOTION by Bergquist, seconded by Gillispie, to approve the agenda.
All voted in favor. Motion carried.
3. Approve minutes
MOTION by Bergquist, seconded by Peterson, to approve the minutes of the January 23, 2018
regular meeting. The following voted in favor: Wegscheid, Bergquist, Peterson. The following
voted against: None. The following abstained: Gillispie. Motion carried.

starting at 6:30 pm.
Pausche said four responses to the Request for Qualifications and Interest in a Townhome
Development in the Mound Harbor District were received by the February 12th deadline, noting all were
from highly qualified and accomplished developers. Therefore, Pausche said Staff is not going to go
into the details of the responses but rather asks the HRA and City Council to set the concurrent
meeting on February 27th in order to receive the presentations, conduct interviews, and select which
developer to move forward with on a purchase agreement. Pausche said Staff recommends three of
the four developers be invited back, noting the fourth developer specializes in high-density senior
cooperatives, which is not being contemplated for this area. Pausche noted Staff will continue to work
with this developer on identifying more suitable sites in Mound for their product.
MOTION by Wegscheid, seconded by Gillispie, to set a concurrent meeting with the City Council on
Tuesday, February 27, 2018 beginning at 6:30 pm and directing Staff to invite SVK Development,
Homestead Partners, and NHH Properties to present their concept plans for a townhome development
in the Mound Harbor District and stand for interviews. All voted in favor. Motion carried.

IN AND FOR THE CITY OF MOUND
RESOLUTION NO. 18- H
AUTHORIZING THE LEVY OF
A SPECIAL BENEFIT LEVY PURSUANT TO MINNESOTA STATUTES,
SECTION 469.033, SUBDIVISION 6 AND APPROVAL
OF A BUDGET FOR FISCAL YEAR 2019
WHEREAS the Housing and Redevelopment Authority in and for the City of Mound (the
"HRA") has been duly established and operates under Minnesota Statutes, Sections
469.001 to 469.047 (the "HRA Act'); and
WHEREAS, Section 469.033, Subdivision 6, of the HRA Act permits the HRA to levy and
collect a special benefit levy of up to .0185 percent of taxable market value in the City upon
all taxable real property within the City in order to finance housing and redevelopment
activities authorized under the NRA Act; and
WHEREAS, the HRA has reviewed a budget for its operations for fiscal year 2019, which
budget earmarks the special benefits levy to pay debt service for the Mound Transit Center
bonds and any other costs related to HRA administrative, operating and/or capital expenses;
and
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of the Housing and
Redevelopment Authority in and for the City of Mound as follows:
The budgets for the Mound Transit Center debt service and maintenance costs for
fiscal year 2019 are hereby in all respects approved.
2. Staff of the HRA are hereby authorized and directed to file the budget with the City in
accordance with Minnesota Statutes, Section 469.033, Subdivision 6.
3. The Board approves a special benefit levy for taxes payable in 2019 pursuant to
Minnesota Statutes, Section 469.033, Subdivision 6, in an amount not to exceed
$227,735, subject to the consent of the City Council of the City.
4. Staff of the HRA are hereby authorized and directed to seek the approval
by resolution of the City Council of the City of the levy of special benefit taxes in
2019, certify such proposed special levy with the Hennepin County Auditor by
September 28, 2018, certify the final levy with the County Auditor by the specified
date and take such other actions as are necessary to levy and certify such levy.
Approved this 11th day of September, 2018 by the Board of Commissioners of the Housing
and Redevelopment Authority in and for the City of Mound.
