JANUARY 5, 2021 SPECIAL EMERGENCY MEETING
The City Council of the City of Mound, Hennepin County, Minnesota, met in a special meeting
via ZOOM videoconference on Tuesday, January 5, 2021 that began at 5:00 p.m.
Members present: Mayor Ray Salazar; Council members Phil Velsor, Jason Holt, Paula Larson,
and Sherrie Pugh
Members absent: None
Others present: City Manager Eric Hoversten, Fin Dir/Clerk/Treasurer Catherine Pausche
1. Open meeting
Mayor Salazar called the meeting to order at 5:00 p.m. and read an introduction to the video
meeting, noting every vote will be by roll call.
2. Oath of Office by City Manager Eric Hoversten
a. Council Member Jason Holt
3. Roll Call
City Manager read each Council Member's name and they replied `here.'
4. Pledge of Allegiance
5. Approve agenda, with any amendments via Roll Call Vote
MOTION by Velsor, seconded by Pugh, to approve the agenda. Roll call vote In Favor: Larson,
Velsor, Holt, Pugh, Salazar Opposed: None Abstain: None. Motion carried.
6. Action closing the meeting under Minnesota Statutes, Section 13D.03, to consider
strategies related to labor negotiations under the Public Employment Labor Relations
Act, Minnesota Statutes, Chapter 179A
Mayor Salazar closed the meeting at 5:03 pm.
Mayor Salazar reopened the meeting at 5:22 pm and stated that in the closed discussions, the
Council considered the negotiating position and objectives for renewal of the Public Works
Collective Bargaining Agreement and gave staff direction on next steps.
7. Adjourn via Roll Call Vote
MOTION by Velsor, seconded by Holt, to adjourn at 5:24 pm. Roll call vote In Favor: Larson,
Velsor, Holt, Pugh, Salazar Opposed: None Abstain: None. Motion carried.
